- DESCRIPTION The Air Force Space Enterprise requires a proven flight dynamics software to support operations. However, given the stove-piped nature of the space enterprise, Enterprise Ground Services (EGS) seeks to offer a highly capable flight dynamics (FD) software for multiple missions that can be integrated with minimal effort. Since EGS aims to provide control of satellite operations for a truly integrated space enterprise, the FD software must provide increased automation, increased machine-to-machine data exchanges over a message bus, and support for a messaging standard to enable communication across different services. The Cross Mission Ground and Communications Enterprise Directorate (SMC/ECX) is the office responsible for fielding an enterprise-grade, tactical command and control (C2) capability for a large number of Space and Missile Systems Center (SMC) missions. To satisfy this capability, the directorate is seeking a proven flight dynamics software that can serve the diverse needs of our mission partners while performing all the necessary functions required to fly a satellite in all orbit regimes. Further, as more instances of EGS become deployed, there is a need to migrate towards a micro-service offering that breaks down existing tools into smaller, replaceable modules, that spur innovation and scalability for the future space C2 enterprise. PROBLEM STATEMENT Due to an incremental approach for building up an enterprise-grade flight dynamics service for Enterprise Ground Services, the long-term vision for providing replaceable modules for operators requires an interim commercial-off-the-shelf (COTS) solution to support near term missions. A flight dynamics software that supports all the basic functions needed for an orbital analyst to perform their duties is needed for integration into the existing EGS Service Catalog. The goal is to provide a proven, functional, capability to the users while exploring a new architecture where sub-components/micro-services can be developed to replace each of the orbit functions to increase diversity, scalability, and resiliency. SMC/ECX is conducting market research to determine which companies possess the pedigree, development skills, ability to provide a FD software solution that satisfies a myriad of missions, and has the expertise to breakdown their existing offerings into micro-services that can be hosted in a virtualized environment. Increased interoperability between micro-services, and even existing tools as they stand is imperative for rapid decision-making as space becomes more congested. SCOPE The development is focused on two potential areas: ensure the baseline flight dynamics software is/becomes compliant with a Government selected messaging standard with the ability to communicate over a message bus, and a functional breakdown of existing flight dynamics capabilities that can communicate with other services on the message bus while executed individually. Compliance with Messaging Provide support for all interfaces to be compliant with Command and Control Message Specification (C2MS) and/or Goddard Missions Services Evolution Center (GMSEC) messaging Provide support for transmitting and receiving messages on a message bus facilitated with a message broker (ActiveMQ, ZeroMQ, Kafka, etc.) Provide an adapter that translates from existing proprietary interfaces to C2MS and/or GMSEC if no other solution exists for native message support Provide assistance in the integration and initial test of flight dynamics software with these added messaging capabilities FUNCTIONAL BREAKDOWN Explore approaches for virtualizing and/or containerizing existing flight dynamics software Develop a breakdown of existing FD tool into sub-components/micro-services that can be run independently based on function. This could be an orbit determination tool, orbit propagation tool, a thruster profile tool, and report generation tool, etc. such that the individual services can be used apart from the other functions Provide support for these sub-components/micro-services to be run in a virtual environment Create interfaces for FD sub-components/micro-services for compliance with Command and Control Message Specification (C2MS) and/or Goddard Missions Services Evolution Center (GMSEC) messaging Create interfaces for FD sub-components/micro-services to support transmitting and receiving messages on a message bus facilitated with a message broker (ActiveMQ, ZeroMQ, Kafka, etc.) Assist with increasing automation between FD sub-components/micro-services to reduce operator workload and decrease response times NEED SUMMARY In response to this RFI, respondents shall submit an electronic copy of their response to the Government�s questions found in the attachment, Flight Dynamics Attachment dated 9 March 2020. If you are unable to answer a specific question, please indicate the reason that you are not able to answer. In addition, respondents are welcome to suggest any additional NAICS in their submissions. RESPONSE CLASSIFICATION & SUBMISSION INSTRUCTIONS The Government requests respondents deliver one (1) electronic soft copy no later than 30 days from the posting date. Responses shall be searchable Microsoft 2013 or newer, or PDF format and sent electronically via email to the Primary Point of Contact by the Response Due Date. Hard copy responses will not be accepted. The response is limited to 10 pages. Page size shall be 8.5� x 11�. Font size shall be 11 point Calibri, and page shall have 1 inch margins. The Government will not accept company literature or marketing materials. Respondents should provide a non-proprietary response to this RFI if possible. If proprietary material is deemed essential, all proprietary information should be clearly marked and associated with restrictions on Government use identified. Classified submittals will not be accepted. Information should be provided as email attachments as appropriate. Responses from small businesses and small, disadvantaged business firms are highly encouraged.� The applicable small business size standard is 1,250 employees for 541715 and $41.5M for 511210.� Firms responding should indicate if they are a small business, a socially and/or economically disadvantaged business, 8(a) firm, historically black college, and/or minority institution. In order to review RFI response, PROPRIETARY information may be given to Federally Funded Research and Development Center (FFRDC) and/or Advisory and Assistance Services (A&AS) contractors working for the Government.� Non-government support contractors listed below may be involved in the review of any responses submitted.� These may include, but are not limited to: The Aerospace Corporation (FFRDC) MITRE (FFRDC) Exigo (A&AS) Centauri (A&AS) Tecolote Research (A&AS) Each of these contractors is contractually prohibited from disclosing information outside the performance of their Government contract.� If respondents take exception to this, respondents must explicitly state so in their response.
