Description
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to Germann Instruments, Inc. for (3) MIRA-5000 Shear Wave Tomography Systems. One source is reasonably available to provide the required spare parts due to the unique capabilities of the MIRA-5000. The MIRA-5000 is a shear wave tomography system designed for flaw detection in concrete structures.� It is able to penetrate concrete and reveal structures or layers in the concrete in real-time. It operates in a frequency range of 20-100 kHz, and at an average frequency of 50 kHz. Near real-time thickness measurements can be obtained with this device. This unique device consists of 40 transmitting and receiving transducers that are spring-loaded dry point contact (DPC) piezoelectric sensors with a center frequency of 50 kHz on the bottom of the device.� Each transducer has a wear-resistant ceramic tip, which permits testing on rough surfaces.� A synthetic aperture focusing technique (SAFT) data processing method is used to generate 3D images of the concrete pavement.� The 3D images are displayed within 3 seconds.� No other device has this technology. Germann Instruments, Inc. is the only source is reasonably available to provide the required spare parts due to the unique capabilities of the MIRA-5000. Germann Instruments, Inc. is the manufacturer of the MIRA-5000 Shear Wave Tomography System. Germann Instruments, Inc. uses proprietary parts in the equipment they manufacture. The intended procurement will be classified under North American Industry Classification System (NAICS) 334519 (Other Measuring and Controlling Device Manufacturing) with a 500 employee Small Business Size Standard.� The Government intends to procure from only one source under the authority of FAR 13.106-1(b) using simplified acquisition procedures. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 3:00 PM CST, Monday, 13 April 2020.
