Page 3 of 3 A SYNOPSIS OF PROPOSED CONTRACT ACTION- Da Vinci Surgical Medical (Robot) Instrument Manufacturing, NAICS Code: 339112 Solicitation Number/FBO Notice: Agency: Department of Veterans Affairs Office: Veterans Affairs, Central Office Location: Washington, DC Response Date: April 17, 2020 2:00pm Set Aside: N/A Classification Code: 65 NAICS Code: 339112 Synopsis: The Washington DC Medical Center uses the Da Vinci Si Robotic Surgical System to carry out and perform necessary minimally invasive procedures to help evaluate/treat/diagnose patients on a regular basis. The Da Vinci surgical robot is a very complex system that can result in harm or death if not maintained properly. The proper function and maintenance of this system is crucial for successful minimally invasive procedures to provide care for patients. The Contractor shall provide all labor, personnel, equipment, tools, materials, supervision and other items and services necessary to perform service and maintenance to support the Da Vinci Si Robotic Surgical System number SH0336 at the Washington DC Veterans Affairs Medical Center, 50 Irving Street NW, Washington, DC 20422 from May 11, 2020 through May 10, 2021. Option years are available until May 10, 2024. The Contractor shall be available to perform service Monday through Friday from 8 am-5pm Eastern Standard Time. The Contractor shall be available for 24 hours a day, seven days a week to provide phone support. The Contractor shall provide a maximum response time of 24 hours from initial service inquiry. Each instance of service and maintenance will be a single visit, be it a single day or multiple days, at the facility for a period sufficient to complete the work set forth in the scope of work. Service reports for all work is required to be submitted to the Biomedical Engineering Section within three business days of completion of the work. Contractor shall submit all removable media to be used on a VA system to Biomedical Engineering for scanning with anti-virus software prior to use on the system. In the case of equipment turn-in, exchange, repair or replacement hard drives used by the VA shall be removed from the equipment and remain in possession of VA. The Dept. of Veterans Affairs, in accordance with FAR 6.302-5 (Authorized or Required by Statute) intends to make a sole source award to a firm with the capability of providing robotic surgical services. The anticipated source is Da Vinci Si Robotic Surgical System. This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Government s intent to make a sole source award. Contractors who can provide the Dept. of Veterans Affairs with the required services are invited to electronically submit an affirmative written response indicating a bona fide ability to meet this specific requirement. Specifications for this requirement are as follows: The Contractor will provide services in accordance with the Statement of Work, specifically to perform the necessary minimally invasive procedures to help treat, diagnose, and evaluate patients on a regular basis. The period of performance is expected to be May 11 May 10, 2020. The Contractor shall also provide a base year service contract with three (3) option years. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a Point of Contract (POC), telephone number, and electronic mail address (email). Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service-disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are US or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
