Hawaii Intermodal Bulk Fuel Containers (ISO Containers) Services Notice Type:� Sources Sought Notice; SPE602-20-RFI-1000 This Notice is to gather interested sources for a transportation and commercial service requirement entitled, �Hawaii Intermodal Bulk Fuel Containers.� This Notice is solely for the Government's use as a market research tool. This Notice does not constitute a request for proposal(s), a solicitation, or a request for quote(s). If determined appropriate, then a combined synopsis/solicitation in accordance with (IAW) FAR 12.603 may be anticipated by end of May 2020. �All responsible sources are encouraged to submit a response to this Notice. �All information received will be considered. �Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively. DLA Energy has a requirement for the Transportation, Repair and Maintenance (NAICS code 811310) of leased Intermodal (ISO) Bulk Fuel Containers on behalf of the Department of Defense (DOD) in the state of Hawaii.� These containers require transportation to/from various locations in Honolulu, to include Joint Base Pearl Harbor-Hickam (JBPHH), HI, as well as all commercial sea ports in Honolulu for either onward movement by vessel or ground movement to local storage on base, or other designated points located on JBPHH. �JBPHH is comprised of Pearl Harbor Naval Station, HI and Hickam AFB, HI. The Contractor will be required to perform periodic cleaning, inspecting, testing, maintenance, and re-certification of containers. The Contractor is required to provide cleaning and performance of mandatory integrity tests on up to approximately 25 (twenty-five) intermodal bulk fuel containers that can possibly be stored at Hickam AFB, HI at any given time period. Additionally, there is a separate transportation requirement where the Contractor will be required as part of the two dedicated transportation Line Items (JBPHH to/from Port and Intra-Island or JBPHH location to/from JBPHH location) to furnish transportation for containers to/from various locations on JBPHH (to include container storage facilities and DFSP Pearl Harbor) and in Honolulu, to include the Sea Ports for either onward movement by vessel or ground movement to local storage. The Contractor will be required to furnish the necessary chassis, vehicles, and loading/unloading equipment necessary to facilitate the indicated transportation movements. The cleaning, maintenance and testing are to be done at the Contractor�s facility, and transportation by the Contractor for the containers to/from the Contractor�s facility to perform these requirements should be included as part of the price of these requirements. The Contractor shall also be responsible for maintaining reliable service; including, but not limited to, environmental compliance, transportation & maintenance of the containers, minor equipment repairs, labor, and overhead costs. Contractor will be required to clean and perform mandatory integrity tests on intermodal bulk fuel containers currently being stored at Hickam AFB, HI. Containers are due a 5-year re-certification and re-certification must be completed, IAW 49 CFRCode of Federal Regulations (CFR), Subtitle B, Chapter 1, Subchapter C, Part 180, Subpart G, prior to loading and transportation of product(s). A Performance Work Statement (PWS) will be attached with the combined synopsis/solicitation for additional details on the specified requirement; however, the requirements are broken down into six (6) separate line items, as follows: 1) Intermodal Container Transport (To/From JBPHH To/From Port) 2) Intermodal Container Transport � Intra-Island (To/From JBPHH To/From JBPHH) 3) Container Integrity Testing 4) Container Cleaning 5) Container/Chassis � Maintenance/Repair 6) Inspection Please see attachment for the complete description of the requirement.
