Page 6 of 6 Sources Sought /Request for Information (RFI) Notice Department of Veterans Affairs National Cemetery Administration (NCA) I. Introduction: This is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The National Cemetery Administration (NCA) is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals or quotes, nor will any award be incurred by interested parties in responding to this Sources Sought announcement. NCA is seeking interested sources (contractors) for a potential near-future solicitation. We are looking for contractors with a socio-economic status of Large, Small, Service-Disabled Veteran and Veterans Owned Small. Currently, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Background: The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) furnishes headstones, markers and niche covers (monuments) for deceased Veterans worldwide. Memorial monuments are also furnished to memorialize veterans whose remains are non-recoverable. III. Requirements THIS REQUIREMENT IS FOR THE FOLLOWING DISTRICTS: CONTINENTAL DISTRICT SOUTHEAST DISTRICT MIDWEST DISTRICT PACIFIC DISTRICT NORTH ATLANTIC DISTRICT The purpose of this contract is to perform Off-Site Inscription Services on cemetery (government) furnished products listed below for the North Atlantic District: (A1) Marker, Memorial Wall, Marble (C1) Marker, Memorial Wall, Granite (H1) Niche Cover, Granite (I1) Niche Cover, Marble This contract shall include all labor, materials and transportation necessary to pick-up blank product from the cemeteries in these districts, segregate blank product by cemetery, perform off-site inscription service at the contractor s location per orders received and package and deliver inscribed product to the appropriate cemetery. All transportation for pick-up and delivery of blank and inscribed product will be the responsibility of the contractor. NOTE: The Government reserves the right to add additional cemeteries or remove cemeteries from Attachment A. IV. Submittal Information: Responses will assist in determining the acquisition strategy used for this procurement. Interested vendors that are responsible and capable of performing this type of work are strongly encouraged to respond by the date specified. At this time, no acquisition strategy has been decided. Your RFI response must also include: Company Capabilities Statement to include the responses and information required from A, B and C below (in .pdf format) Proof of current Veterans Information Pages (VIP) certified status as an SDVOSB/VOSB concern (if applicable) Company DUNS number Contact information (complete mailing address, POC, email, phone, number) Proof of current System for Award Management (SAM) status ______________________________________________________________________________ A. Experience Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Please be specific and provide a complete reference to include, at a minimum, the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners contact information. Please provide no more than three (3) contracts that your company has performed within the last five (5) years related to offsite inscription services of granite and/or marble headstones that includes packaging and delivery. Experience in inscribing a large volume of granite and marble products or markers. Describe your Self-Performed* effort (as a Prime Contractor) as it relates to the requirements in the draft statement of work. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. Please provide the Contract Type: Firm Fixed-Price, Time and Material, Economic Price Adjustment, etc. B. Capabilities / Qualifications A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. How long has your company provided these services? Specify any teaming arrangements and how those arrangements will impact the structure of services your company can provide including technical expertise provided by each company. How long has your subcontractor provided these services? If the company y holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement. C. Questions A written response is required, and it must be clear and unambiguous. A single response of Yes or No will not be accepted. YOU MUST RESPOND TO THE QUESTIONS LISTED BELOW. How long will it take before you can setup operations and start working on inscription orders? Will you be leasing or acquiring warehouse space to perform the work needed for this contract? Will you need to order equipment for inscribing? If not how old is the equipment you plan to use on this contract? What technologies or capabilities does your company have in place to handle large volumes of orders without delays? (Estimated at 50-100 Orders a month) If this acquisition should be set-aside as a Service-Disabled Veteran Owned Small Business, will your company be able to demonstrate that your company will be performing at least 50% of the actual labor? What services are sub-contracted? Please provide a breakdown of what your company sub-contracts. Please provide an example. This requirement is FOB Destination, does your company have an internal shipping department or a partnership/relationship with a shipping company? If so explain and include how each shipment would be tracked. What districts can your company potentially service for this requirement? Please list them. Most NCA/MPS business is conducted via email. Please explain how your firm will guarantee that all automated reporting requirements are met within the specified time frame? Please submit emails with compressed or small document attachments to ensure timely and successful submission. Submit any questions related to this RFI through email. However, responses to this notice will not be considered adequate responses to a solicitation.
