We are envisioning a single award, firm-fixed price contract for the Statement of Work (SOW) below. This is a Request for Information (RFI) to gather information on interested vendors. Please note that this is not a Request for Quote (RFQ) and an award will not result from this announcement. Any cost related to responding to this RFI will not be reimbursed by the Government. Please review the draft Statement of Work (SOW) below and submit the following information: The name of the company; The DUNS number associated to your SAM profile; Company capability statement; Estimated total price for the work; Point of contact, including name, phone number, and email address; and Company small business status using NAICS 541930 Translation and Interpretation Services with size standard of $8.0 million in revenue. Interested vendors must respond via email to Andrew Lee at leeae@mcc.gov by 5:00pm ET on Friday, 17 April 2020. Draft Statement of Work INTRODUCTION The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. For more information on the MCC, please visit www.mcc.gov. SCOPE MCC seeks the services of a contractor to provide simultaneous interpretation for English-French for five days around the week of 21 September 2020 for a Procurement College. MCC will host a number of partner countries. The Interpreter support is required for two, possibly more, French Speaking individuals. The entire conference attendees will not require interpretation. The Interpreter is required to provide all necessary equipment, including interpretation tabletop booth and headsets. This will include set up and break down of the equipment before and after each conference. PERFORMANCE REQUIREMENTS This consultancy will be filled as a short-term consultancy for five days of services. The requirement is for 2 interpreters, equipment booth, and equipment to include digital receivers and headphones for up to 50 attendees. PERIOD OF PERFORMANCE This consultancy will be filled as a short-term consultancy for French-English around the week of 21 September 2020. However, due to the effects of the current pandemic, the dates may change. The contract period of performance will be for one year, and the contractor will be given at a minimum 30-day notice before the actual date(s) of the event. PLACE OF PERFORMANCE The interpretation will take place at the MCC HQ, 1099 14th Street NW, Washington, DC 20005. EVALUATION CRITERIA Technical Capability Contractor will provide MCC with a technical proposal that explains its approach and understanding of the assignment. The proposal should clearly demonstrate the offerors ability to provide interpreter services as stated. MCC will evaluate the offeror on the completeness and understanding of the technical requirement. Price Price proposals will be analyzed for reasonableness and completeness. A price proposal found to be unrealistically low or unrealistically high may be considered to reflect a lack of understanding of requirements. Offerors are cautioned that unreasonably high or unrealistically low proposed prices may be grounds for eliminating a proposal from the competitive range and/or result in elimination of a contractors proposal from consideration for award.
