- This is a total small business set-aside. The U.S. Geological Survey (USGS) has a requirement for a firm fixed price purchase order for the construction of one mobile laboratory to be used for water-quality sampling. The proposed action will be awarded in accordance with FAR 13 Simplified Acquisition Procedures. This combined synopsis/solicitation for a firm fixed price commercial supply contract is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will be issued. The solicitation number is 140G0320Q0079 and is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-05, effective March 20, 2020. Please see solicitation with CLINS, technical specifications, provisions, and clauses. All questions pertaining to this solicitation must be submitted to the Contracting Officer by 3:00pm ET on April 17, 2020. Quotations are due no later than 3:00pm ET on May 1, 2020. The Government anticipates award of a commercial, Firm-Fixed Price type purchase order on or about May 6, 2020. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. It is the responsibility of all interested parties to check back periodically for any amendments to the synopsis or solicitation. All amendments must be signed and included when the quote is submitted. In order to comply with the debt collection improvement act of 1966, all contractors must be registered and have an active registration in the System for Award Management (SAM) at the time of submitting a quote to be considered for an award of a federal contract.
