Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH), Clinical Center (CC), intends to award a fixed price purchase order to Alliant Enterprises, LLC DBA Alliant HealthCare Products, Grand Rapids, MI 49504 to procure three (3) Mindray A7 anesthesia workstations and accessories for the replacement of three anesthesia machines that are end of life at the NIH Clinical Center.� These anesthesia workstations are utilized by all anesthesiologists and nurse anesthetists in the Department of Perioperative Medicine (DPM) that provide anesthesia care for patients at the NIH Clinical Center.� The anesthesia machine data must interface with the Department of Perioperative Medicine�s electronic medical record (EMR) POIS (Surgical Information Systems). Alliant HealthCare Products is the only known supplier of the A7 Mindray anesthesia machines that provide differentiating features including an O2/air blender standard, a preventative measure against OR fires specifically in MAC cases. Mindray anesthesia machine also includes a warmed breathing system. This feature reduces moisture which could cause rainout in an anesthesia system. Alliance Health Care is also providing a trade in credit for three (3) existing AESTIVA machines. The specific Mindray machines are needed in the Department of Perioperative Medicine in order to adhere to goals of standardization of equipment in order to improve safety and reduce costs.� It is prudent for anesthesia machines to be of a standard make so that anesthesia providers can have facile skills in troubleshooting issues and responding to a patient�s changing clinical status in an expedient manner. All of the replacement part supplies would be compatible with what is currently on the shelf.� Furthermore, the existing middleware that transfers ventilator and anesthetic gas data to the electronic medical record has already been configured for the Mindray anesthesia machine, and changing to a new vendor would create interface issues that would require additional time and funds to resolve, assuming that the interface issues could be overcome. This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(1)(i), Only one source reasonably available. Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Each response should include the following Business Information: a. DUNS. b. Company Name, address, POC, Phone and Email address c. Current GSA Schedules or NAICS codes appropriate to this Award. d. Type of Company (i.e., small business, 8(a), woman owned, hubZone, veteran owned, etc.) as validated in System For Award Management (SAM). All offerors must register on the SAM located at http://www.sam.gov/portal/SAM/#1 e.
