- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Acquisition and Grants Office (AGO), has a requirement for Radiosondes and Manually Launching Radiosonde Observing Systems operating in the 403MHz frequency band. The purpose of this requirement is to relocate radiosonde operations from the 1675 MHz and 1683 MHz (1680 MHz band) to the 400.15-406 MHZ band (403 MHz band). The intention of this requirement is to replace sixty-nine (69) of the upper air observation locations within the Continental United States. The anticipated delivery location of the supplies that result from the award of this solicitation will be made to the NOAA NWS National Logistics Support Center in Missouri. An estimated quantity of 161,709 radiosondes will be ordered in addition to the radiosonde observing systems. This is an unrestricted acquisition. The North American Industry Classification System (NAICS) code for this acquisition is 334519 titled, �Other measuring and controlling device manufacturing�, with a size standard of 500 employees. The Government anticipates to award up to two Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts to the offeror that represents the best value to the Government based on price and non-price factors (Past Performance and Technical Approach) with non-price factors being significantly more important than price. The solicitation and contract award will be in accordance with FAR Part 15 � Contracting by Negotiation. Inquiries will not be accepted at this time. There will be an official inquiry period once a solicitation is released. The Request for Proposal (RFP) will be released on or about April 15, 2020 with proposals due fifteen (15) calendar days afterwards and an anticipated award date of August 1, 2020.
