- Road Treatment: Closure and Decommissioning (Demolition) Multiple year, indefinite quantity, Multiple-Award Task Order Contract (MATOC) for road treatment on the Olympic National Forest, Washington.� The Forest Service intends to award three to five contracts.� Contract performance period is five years after date of award.� Road treatment is to drain and stabilize the roadway to reduce the potential for environmental damage and to reduce long term maintenance needs. The work includes: project layout; removal of pipes and associated embankment fill; re-shaping the roadway for stabilization, surface drainage, erosion and sediment control measures; construction of road closure barriers; and work associated with project access.� The Forest Service will proceed to issue a solicitation as a Request for Proposals (RFP) on, or about, MAR. 16, 2020.� This acquisition is 100 percent set-aside for small business concerns. �The Forest Service will award firm fixed-price contracts to the responsible Offerors whose offer, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. �Offers will be evaluated based upon: price; experience, past performance, managers & subcontractors, price realism, and a Level of Confidence Assessment Rating (LOCAR).� In conjunction with the RFP the Forest Service will issue a Task Order for the Middle Dungeness Road Decommissioning/Storage project.� The task order proposal will be used to evaluate an offeror�s price reasonableness and price realism.� �The government estimated value is between $100,000 and $250,000.� The project is on open and closed sections of Forest Service roads in the Dungeness watershed near Sequim, Washington.�� Major items of work include final work layout and road maintain level (ML) reduction (closure or removal), including retaining a primitive trail described below.� Closure of roads may include constructing temporary road access to complete the project, road treatment, culvert and fill removals, restoring natural drainages and construction of cross ditches, fill slope pullback, and seed and mulch.� Planned outsloping areas will maintain a minimum trail (primitive trail) width of 3 feet.� A 3-foot wide access trail (primitive) will be left in place where fillslope pullback or fill material storage on the road bed occurs. Trees and slash will not be placed on the access trail (primitive trail). Road treatments will include scarification unless otherwise specified.� The proposed contract-type is firm-fixed price. All responsible sources may submit an offer which will be considered by the government. Prospective contractor must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
