- NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation 693JJ920R000039 International Policy and Harmonization Division � Introduction The National Highway Traffic Safety Administration�s (NHTSA) mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs.� The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel.� NHTSA investigates safety defects in motor vehicles, sets and enforces fuel economy standards, helps states and local communities reduce the threat of drunk drivers, promotes the use of safety belts, child safety seats and air bags, investigates odometer fraud, establishes and enforces vehicle anti-theft regulations and provides consumer information on motor vehicle safety topics. NHTSA also conducts research on driver behavior and traffic safety, to develop the most efficient and effective means of bringing about safety improvements. Background The Division of International Policy and Harmonization within the Office of International Policy, Fuel Economy and Consumer Programs is responsible for several functions including: adopting and maintaining U.S. standards that fully meet the need in the U.S. for vehicle safety, promote adoption of U.S. standards in other countries or regions particularly by raising foreign standards to the levels of best practices in U.S. safety standards, enhance regulatory effectiveness through regulatory cooperation with other countries and region, and facilitate international partners' access to traffic and vehicle safety programs, information and contacts in the U.S. public and private sectors, and provide better access to U.S. programs and practices for developing countries and countries in transition. Purpose The objective of this effort is to provide the Division of International Policy and Harmonization and the agency with professional traffic safety program support. Synopsis This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a solicitation 693JJ920R00039.� NHTSA intends to issue a solicitation for a 8(a) Small Disadvantaged Business competitive procurement under GSA OASIS in support of the International Policy and Harmonization Division Contract Type and Period of Performance � NHTSA intends to award one Task Order contract whereby Firm Fixed Price will be issued, in accordance with FAR solicitation after its release. The anticipated award date is September 30, 2020.� The solicitation will be issued on or about May 15, 2020. 16.505. The applicable NAICS code and size standard for this acquisition are as follows: 541611, Administrative Management and General Management Consulting Services, $16.5 M. The anticipated period of performance is a Base of Two (2) years. � Place of Performance/Physical Location � The Government will provide all facilities and equipment necessary for the Contractor to perform the required work. Work under this contract consists of work performed primarily at a Government facility. Some travel may be required. All work shall be performed at the NHTSA's Office of International Policy, Fuel Economy and Consumer Programs, or at another mutually agreed upon site.� Some work may be performed offsite associated with visits to meetings and research facilities. � NOTE: Contractors must be registered in the System for Award Management (SAM) database located at www.sam.gov in order to receive an award in response to the solicitation.
