Description
The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive solicitation in April 2020 for the tow and dismantlement/disposal of two inactive aircraft carriers, ex-KITTY HAWK (CV 63) located in Bremerton, WA and ex-JOHN F KENNEDY (CV 67) located in Philadelphia, PA.� NAVSEA intends to award two separate Firm Fixed Price contracts from this solicitation, one for each carrier. The solicitation will include the requirement for the tow of each vessel from the Inactive Ships Maintenance Office (INACTSHIPMAINTO) location to the Contractor�s facility in the continental U.S., in conformance with the U.S. Navy Tow Manual. �Dismantlement of the vessel is required to be performed in the continental U.S., and includes the removal and proper disposal of all hazardous wastes in accordance with all applicable local, state, and federal regulations.� The Contractor will be required to process and sell all scrap and reusable equipment/material removed from the vessel and will retain the sale proceeds to offset its costs of performance. The Government plans to clean biofouling from the underwater hull area of ex-KITTY HAWK after contract award and prior to towing. The ex-JOHN F KENNEDY (CV 67) will require a confidential-level security clearance for the facility and personnel. A sources sought notice was issued in the System for Award Management (SAM) website on 19 November 2019 under NAICS Code 336611 (Ship Building and Repairing) titled: �Dismantlement of Ex-KITTY HAWK (CV 63) & Ex JOHN F KENNEDY (CV 67),� N00024-20-R-4204. This pre-solicitation synopsis is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis. The information contained herein is subject to modification and in no way binds the Government to award a contract. If a solicitation is issued in the future, it will be announced via SAM at www.beta.sam.gov, and interested parties must comply with that announcement and are advised to continue to monitor this website.
