Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M2-20-Q-00788-NCNS constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-05.� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �� The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Hollings Marine Lab (HML), has a requirement for a full service and preventative water treatment maintenance agreement for the facility chiller/boiler systems.� The Period of Performance is August 10, 2020 through August 9, 2021 to include four (4) consecutive option years.� All work shall be completed in accordance with the Statement of Work (SOW).� The Government will award a firm fixed price contract based on the Lowest Price Technically Acceptable (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote.� This RFQ is 100% set aside for small businesses. The associated NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a Size Standard of $15.0 million. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any, and; All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on April 22, 2020; any award resulting from this RFQ will be made based on the LPTA. Quotes must be submitted electronically via e-mail to Natasha.Thieman@noaa.gov. All questions must be submitted in writing to Natasha.Thieman@noaa.gov by 11:00 am. Eastern Daylight Time (EDT), on April 16, 2020. Telephone inquiries will not be honored. The anticipated award date is on or about April 29, 2020. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-4427, Revision Number 13, dated December 23, 2019. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt. **Site Visit** It is recommended that contractors interested in submitting quotes schedule a site visit with NOAA staff to inspect the equipment. Site Visits shall be scheduled for April 13-15, 2020 between the hours of 8:00 am and 10:00 am, Eastern Daylight Time (EDT). Questions will be considered at any time prior to, or during, the site visit; however, quoters will be asked to confirm verbal questions in writing no later than 4:00 pm, EDT on April 16, 2020. Subsequent to the site visit, an amendment to the solicitation containing an abstract of the questions and the Government's answers, will be made publicly available. To schedule a visit.
