Notice of Intent to Award Single Source The 27th Special Operations Contracting Squadron (27 SOCONS), Cannon AFB, New Mexico intends to award a single source Blanket Purchase Agreement (BPA) to Carpet Tech for Corona Virus Disease 2019 (COVID-19) facility disinfection services. This is an urgent non-personal service requirement to combat the COVID-19 pandemic. The COVID-19 pandemic has been declared a National Emergency by the President of the United States (POTUS) as of March 13 2020. The Contractor shall provide all labor, tools, parts, material, equipment, transportation, mileage and incidentals necessary for deep and enhanced cleaning and disinfection services related to COVID-19. Treatment services include Direct Spray, Mechanical Wipe and Chemical Fog.� Services shall be performed in commercial and residential locations on Cannon Air Force Base (CAFB), New Mexico and Melrose Air Force Range (MAFR) in a manner that restores a disifected and sanitary facility condition. Delay in service would result in substantial damage to the Government, the health and welfare of its employees, and the surrounding populace. The NAICS code for this requirement is 561720 - Disinfecting Services This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b)(1). In accordance with FAR 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Because this is an urgent requirement, the circumstances of this contract action deem only a single source is reasonably available. The anticipated award date is 13 April 2020. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the services listed above. As authorized by FAR 5.203(a)(1) the deadline date for the submittal is 8 April 2020 at 4:00 PM MDT. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
