- The U.S. Nuclear Regulatory Commission (NRC) is issuing a presolicitation notice for a requirement entitled, �TECHNICAL ASSISTANCE IN SUPPORT OF NRC�s REACTOR LICENSING� The contractors shall provide technical assistance and expertise in a wide range of technical and scientific disciplines, including but not limited to:� reviews of applications for reactor design certifications (DCs); early site permits (ESPs); combined license (COL) applications; reactor licensing pre-application activities; limited work authorizations (LWAs); construction permits (CPs); operating licenses (OLs); license actions (i.e., amendments, facility operating license renewals, relief requests, and exemptions); oversight; and staff infrastructure development. The technical support services listed above are necessary to accomplish work- related activities aimed at ensuring the overall safety, security and adequacy of nuclear power plant, NPUF design, construction, operations, decommissioning and environmental protection. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to support this effort. The period of performance is five (5) years The North American Industry Classification System (NAICS) code for the services required is 541690 for �Other Scientific and Technical Consulting Services.� The small business size standard is annual receipts for the preceding three fiscal years not-to-exceed $15M. Request for Proposal (RFP) No. 31310020R0006 will be posted on, or about, the week of April 13th, 2020 as a small business set aside.� Closing date for receipt of proposals will be 30 days after the solicitation posting. RFP No. 31310020R0006 will be distributed solely through the Beta System for Award Management (SAM) website, http://www.beta.sam.gov. All future information about this acquisition, including solicitation amendments will also be distributed solely through the Beta SAM website.� Hard copies of the solicitation document and its related documents, as appropriate, will not be available.� Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP.� Interested parties are responsible for monitoring the Beta Sam website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. Vendors must be registered with the Beta SAM database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in Beta SAM). The North American Industry Classification System (NAICS) Code applicable (541690 listed above) to this acquisition must be in vendor's Beta SAM registration.
