- ** AMENDMENT A00001 West Haven & Newington CT VAMC Boiler Plant Combined Synopsis Solicitation Vendor Questions and Government Answers ** Question 1: Both facilities have new cogen plants. Are they included in the scope of this solicitation? Answer 1: West haven- Yes - Bldg-16, Bldg-19. Newington No- Bldg-3. Question 2: Operating Directive 1810 is referenced in this solicitation. Operating Directive 1810 (as amended 9/11/18) Appendix B Frequency Chart on page 18 describes the inspections and intervals for various inspections that complement the BEI Safety Device Testing Manual. Some of these items are typically either self-performed by the VA staff or are provided via separate specialty contracts. Others appear to be items that would be required within this solicitation. For purpose of clarity please identify by item number which Appendix B items are included in this solicitation and which are excluded. Answer 2: 1} App-B;2, A Frequency H-Hourly, D-Daily, S-Shift will be done by VA. 2} All M-Monthly, 6M-6 Month, Y-Yearly, 6Y- 6Year will be done by contractor. Question 3: Capabilities document page 1 Item B.3) references an equipment list. I couldn t find the list. Is there a listing of instruments that need to be calibrated per this contract? Please provide. Answer 3: All steam transmitter s, all feedwater transmitter s, all Nat. gas & propane transmitter s, all level transmitters, all carbon monoxide and combustible gas alarms, all steam gages, all fuel oil gages, all condensate gages, all feedwater gages, all Nat. gas gages, all propane gas gages, water level controls, low water cutoffs, low water alarm s, high water alarm s, over flow drain system, pressure containment, steam safety valves, relief valves, high steam pressure limit switches, hydrostatic testing, fuel train safety devices, low pressure fuel cutoff switches, high pressure fuel cutoff switches, venting between automatic gas shutoff valves, leak testing of automatic fuel shutoff valves, oil atomizing media switches, automatic fuel shutoff valve proof of closure switches, burner and air train safety devices, flame scanners, low fire proving switches, combustion air pressure switches, purge air flow proving switches, forced draft motor interlock, furnace pressure interlock, outlet damper position interlock, forced draft damper wide-open pre-purge proving switches, pre-purge and post-purge timers, igniter timer and main flame ignition timer, automatic fuel shutoff valve closure time after main flame failure, automatic fuel shutoff valve closure time after ignition flame failure, minimum pilot flame test, control air pressure interlock, fuel gas re-circulation damper set for pre-purge, low flue gas oxygen level interlock, interlock of outside damper with burner management system, emergency stop/panic systems, and all others that are listed in and under VHA boiler and associated plant safety device testing manual {latest edition} and VHA Directive 1810 amended September 11, 2018. Question 4: Can you provide the most recent testing results since site visits are not encouraged due to the COVID outbreak? The Operating Directive 1810 page 16 Item 2.b and 2.c requires test record retention. These records would be very helpful to determine quantities of instruments requiring calibration. Answer 4: No past reports shall be provided. Question 5: Capabilities Statement Page 4 Item 3)a and 3)b identify 4 days of on-site consulting reviews per facility per year. This has the potential of adding at least 40 days of labor accounting for option years. Are these mandatory full day reviews or as needed? Is off-site labor needed for preparation or documentation efforts? How are efforts documented? This scope was also included in the previous 2015 VA241-15-Q-0176 solicitation. Do you have examples from the previous contract? Answer 5: 1} Mandatory 2 days per site, can be broken down to 1 day per 6month. 2} No examples available. Question 6: There have been boilers out of service. Please clarify testing obligations for boilers that are out of service. Answer 6: All tests shall be noted, all records shall show pass/failed or reason as to not tested all reports shall be sent to COR/CO.
