- 2 ** AMENDMENT A00008 West Haven CT VAMC Heat and Power Plant Combined Synopsis Vendor Questions and Government Answers ** 1) Please confirm that Siemens control system maintenance should be included only as an add-alternate option, not in bidders' base price. Answer: Siemens system is not part of the bid 2) Please confirm whether VA plant operators will make daily/weekly operating inspections of equipment or if these should be included in bidder's base price. Answer: VA will make daily/weekly inspections however, the contractor should also be conduction inspections. 3) Please confirm chemical treatment of the HRSG is out of scope and should not be included in bidders' base price. Answer: Chemicals are out of scope. 4) Please confirm chemicals associated with the UREA system are out of scope and should not be included in bidders' base price. Answer: UREA is in scope. 5) Please provide the specifications / standards for boiler safety testing for the (2) HRSG's and confirm what portion of the manual should be included in the bidders' base price. Answer: VHA Directive 1810, Boiler safety device testing manual latest edition 6) Please confirm whether the VA will provide tooling for bidders' tradespeople to utilize or if bidders should include in their base price equipping the facility with a welding machine, hand tools, chain falls, and other equipment as needed. Answer: VA will not provide any tools. 7) Please confirm that the following items from the PWS fall under the definitions of Extended Service and Premium Coverage and as such are compensable at the hourly rates identified on the bid form subject to reviews and approvals described elsewhere in the RFP: �4) ""The VACHS shall be able to request..."", 5) ""The Contractor shall provide emergency services..."", a different 4) ""Emergency Service; The Contractor shall troubleshoot, repair or replace..."", 4a) ""Emergency On Site Response"", and 4b) ""Emergency Online Response"" and the other 4) Emergency Service (a) ""To reduce costs and distruptions..."" and (b) ""To provide faster response..."", 1.4 ""Emergency Service / Premium Coverage"" Answer: Service time Monday Friday , 0800 hrs. 1630 hrs., premium coverage 24 hrs. a day, 7 days a week. 8) Are the boilers included in the contract? Answer: Bldg.-16 boilers - NO 9) Are the VFD s included in this contract? Answer: Yes 10) What is the scope of work for them? Answer: As part of the system unit. 11) Any specific requirements for a chemical treatment of the chilled water loop? (ie, molybdate or nitrite) Answer: Need to provide test to justify. 12) Is chemical disinfection of the chilled water loop a part of this or would that be an evaluated separate cost? Answer: Separate cost 13) Would vendor provided chemical inventory tanks and containments be acceptable? Much like we have on the current cooling system, we provide chemical inventory tanks with our service so long as the usage makes sense. Answer: Yes. 14) Are there any small business set-aside laws, or any other procurement restrictions which would allow large business to bid on this contract? Answer: This requirement is a small business set-aside 15) Per the RFP, it appears that this solicitation is being issued as an open market, small business set-aside with the associated NAICS code is 221112 Fossil Fuel Electric Power Generation and small business size standard is 750 employees. Can you confirm that this is correct? Answer: This requirement is a small business set-aside small business may provide quotes. 16) Can you provide details on how much solar power is currently installed at the VA Hospital? Answer: N/A 17) We assume the solar arrays only provide power to the VA Hospital, and does not export power to the grid? Can you confirm? Answer: N/A 18) On the site visit on March 10, 2020, we heard that the combustion gas turbines have not run in approximately 4 years. Can you confirm and explain as to why they have not run? Answer: Project tuned over to VA with some out standing items and VA has no current maintenance contract in place. 19) The solicitation includes testing, maintenance, etc. Can you provide a breakdown as to what is considered under these scopes? Answer: Per O/M of equipment. 20) For pricing, should we assume that there enough hospital load that both units will run base loaded? Answer: Yes 21) Does the Facility have an existing electrical interconnect agreement? Answer: N/A 22) Does the Facility have an existing fuel (Natural Gas) contract? Answer: N/A 23) Is the Air Permit still active for the Facility? Are stack emissions testing required for the Combustion Turbines? Answer: Yes 24) What are the plans to restart the Facility? Answer: N/A at this time The VA is currently in the process of locating answers to few more questions and will post another amendment as soon as possible.
