- The United States of America, acting through the Millennium Challenge Corporation (�MCC�) and the Government of Mongolia (the �Government�) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the �Compact�) in the amount of 350 million USD (�MCC Funding�). The Government, acting through Millennium Challenge Account-Mongolia (the �MCA-Mongolia�), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Consultants Qualification is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov). The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities: � A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant; � A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and � A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar�s water supply. The Water Sector Sustainability Activity includes Cost Recovery sub-activity to provide technical assistance to the Water Service Regulatory Commission (WSRC) in developing the Cost Recovery Plan, which aims to ensure that USUG�s revenues from water and wastewater tariffs as well as subsidies fully cover the costs of O&M and depreciation associated with the water supply, wastewater collection, and wastewater treatment system in Ulaanbaatar city, including the ger areas. MCA-Mongolia now invites qualified and experienced individual consultants to provide professional services and supports to the development of the draft Cost Recovery Plan and conduct related assessments. Please note that MCA-Mongolia will not consider companies and firms for this procurement. For each position, the consultant is expected to have the following qualifications and experience: 1) Water Economist and Financial Analyst in charge of USUG cost recovery analyses (Team Leader � 1 Consultant) � Advanced degree (Masters or higher degree) in finance, economics and/or other relevant fields; � At least 8 years of experience working for water sector organizations and/or public utility organizations (preferably USUG) in policymaking, budget planning and financial management, including experience in conducting analyses, preparing reports and documentation on financial management, strategic and business plan development; � Proven knowledge in written and spoken Mongolian; � Experience in using advanced features of Excel for at least two years, preferably in the context of financial modeling; � Consultancy or employment experience with international donor organizations on at least one project and municipal and national governmental organizations. 2) Water Economist and Financial Analyst in charge of OSNAAUG financial analyses (1 Consultant) � Advanced degree (Masters or higher degree) in in finance, economics and/or other relevant fields; � At least 5 years of experience working for water sector organizations and/or public utility organizations (preferably OSNAAUG) in policymaking, budget planning and financial management, including experience in conducting analyses, preparing reports and documentation on financial management, strategic and business plan development; � Proven knowledge in written and spoken Mongolian and English; � Experience in using advanced features of Excel for at least two years, preferably in the context of financial modeling; � Consultancy or employment experience with international donor organizations on at least one project as well as with municipal and national governmental organizations. 3) Water Economist and Financial Analyst in charge of private kontors� financial analyses (1 Consultant) � Advanced degree (Masters or higher degree) in in finance, economics and/or other relevant fields; � At least 5 years of experience working for any organizations in policymaking, budget planning and financial management, including experience in conducting analyses, preparing reports and documentation on financial management, strategic and business plan development; � Proven knowledge in written and spoken Mongolian; � Experience using advanced features of Microsoft Excel for at least two years, preferably in the context of financial modeling; � Consultancy or employment experience working with international donor organizations on at least one project as well as with municipal and national governmental organizations. Consultants will be selected under the Individual Consultant Selection (ICS) method in accordance with the procedures set out in the MCC Program Procurement Guidelines that are provided on the MCC website (https://www.mcc.gov/resources/doc/programprocurement-guidelines). MCA-Mongolia will consolidate all submitted requests for clarifications and will issue a Q&A document not later than April 9, 2020 by 11:00 am Ulaanbaatar Time. Qualification documents must indicate name of the position and be uploaded to the submission link as specified in RCQ document no later than April 16, 2020, at 1:00 pm local time in Ulaanbaatar, Mongolia.
