- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION PROVISION OF MOBILE AUDIOMETRIC TESTING FOR THE COCONINO NATIONAL FOREST The following Justification for Other Than Full and Open Competition (JOFOC) is prepare in accordance with FAR 6.301-1 1. Identification of Agency. The USDA Forest Service (USFS) � 2. Nature and/or Description of Action Being Approved: Sole Source award to Professional Health Services for mobile audiometric testing for $5,640.00. � 3. Description of supplies or Services Required to Meet Agency�s Need Including Estimated the Value: The total cost of services is, estimated to be $5,640.00. Professional Health Services can test roughly 6 employees every 20 minutes (18 employees an hour), it is estimated that it will take approximately 14� hours to perform all audiometric testing on roughly 170 employees at hour different locations on the Coconino National Forest. Professional Health Services performed testing in 2019 and hold mobile audiometric records to determine standard thresholds shifts. Professional Health Services provides a certified staff that meets the OSHA 1910.95 standards. � 4. Identification of Statutory Authority Permitting Other Than Full and Open Competition: FAR 6.302-1, 41 U.S.C. 3304(a)(2) � 5. Demonstration That the Proposed Contractor�s Unique Qualification or the Nature of the Acquisition Requires use of the Authority Cited: �Professional Health Services mobile unit is one of the only units in the state of Arizona that can meet OSHA requirements, staffed with certified NIOSH/CAOHC employees while being efficient and providing cost containment. The mobile team provides services to all our remote facilities on the Coconino National Forest; it is fully equipped 70 ft. mobile unit that provides for 6 Forest Service employees to be tested in a soundproof mobile unit. In addition, Professional Health Service mobile unit can perform audiometric testing to all our forest facilities during the specific times needed for �onboarding� employees by eliminating liability and having to have employees travel to an offsite location. Annual testing of certain employees in required under OSHA 1910.95 standards. Numerous attempts have been made in the past to allow employees to travel to offsite locations. Determination was made that in order for our �Hearing Conservation� program to be successful, we will bring mobile unit to them, to all our main forest locations. � 6. A Description of Efforts To Obtain Competition: Online research for contractors that can complete the OSHA requirements at our various forest locations revealed only one other contractor with the certifications and proper testing processes that meet OSHA 1910.95 standards/requirements. � 7. Fair and Reasonable Cost: This purchase order lists audiometric testing will be performed on approximately 170 forest service employees who fall under the current program at $35.64 per person using the previous year contract pricing. Pricing for this purchase order is in line with local rates and is therefore, determined to be fair and reasonable. � 8. Description of Market Research Conducted: Market research conducted to determine a fair and reasonable price for this procurement. Online research identified on other contractor is certified to apply specific audiometric test processes or requirements, which would meet the requirements as per OSHA 1910.95. Professional Health Services provides employees that are certified by NIOSH/CAOHC, these certifications are instrumental for meeting the OSHA criteria for performing proper audiometric tests, which meet the needs of OSHA standards and our Hearing Conservation Program/Plan. Online market research had turned up very few results of vendors meeting these qualifications or that have the ability to respond to our unique remote locations here on the Coconino National Forest. � 9.
