- Q1. When are Past Performance Surveys (Exhibit Z) Due? The RLP states March 6, 2020, this date has passed. A1: It should read May 5, 2020 unless there is an extension on the deadline for receipt of proposals. Q2. (Exhibit U) Is a Seismic Form Required? It was deleted from the lease. A2: The Seismic form is required. Lease language containing seismic requirements for new construction has been deleted for the request for lease proposal is restricted to existing buildings. Q3. (Exhibit Y) Is this VA Form Required? A3: This exhibit is for your information only. The awardee will have to complete prior to lease award. Q4. Is a TICS Table Required to be filled out? A4: Yes, in accordance with Lease Form L100 Section 4.03. Q5. RLP states 74 parking spaces, Amendment states approximately 90 employees, Exhibit B lists 98 workstations required. Exhibit D states 100 staff. Please clarify this discrepancy. A5: The minimum quantity of parking spaces required is in accordance with the RLP Section 1.02. The quantity of employees varies with workload demands and teleworking. Q6. RLP 3.02 List indicates Teaming Agreements required for A/Es and GCs but no forms provided by the VA in RLP. If there isn t a form can you provide a template? A6: The Offeror must provide evidence of teaming arrangements with both the General Contractor and the Design Team that are presented in the Offeror s proposal. This evidence shall be in the form of a letter from the principal(s) of each of the respective firms, on the firm s letterhead, confirming the teaming arrangement and setting forth the roles and responsibilities of the parties thereto. Such letters must be addressed to the Contracting Officer. Q7. Does the room numbers used on the ASRs indicate the order/adjacency of rooms for the floor plan layout? A7: No, not necessarily. Please refer to the Conceptual Block Drawing, Exhibit C, and the new document named Adjacency Matrix, Exhibit # (see attachment). Q8. Will a VA Form be provided for the Teaming Agreements listed in the Exhibit M Checklist? A8: The Offeror must provide evidence of teaming arrangements with both the General Contractor and the Design Team that are presented in the Offeror s proposal. This evidence shall be in the form of a letter from the principal(s) of each of the respective firms, on the firm s letterhead, confirming the teaming arrangement and setting forth the roles and responsibilities of the parties thereto. Such letters must be addressed to the Contracting Officer. Q9. With statewide and nationwide restrictions on travel due to COVID-19 will the deadline to submit this RLP be extended? A9: Extending the deadline due to COVID19 is being considered. Q10. Could the VA provide a cut sheet or specifications on the type of TV Brackets to be Lessor provided? A10: The TV make and model have not yet been determined. Please refer to Exhibit H, Project Room Contents, item numbers A5212 and A5220 for quantities and descriptions. Q11. Is a projector required in Rm 116, (Call Center) or is this room Projector Bracket only? A11: Please refer to Exhibit H, Project Room Contents, room 116. The Lessor is responsible for providing the bracket and power. Although not listed, the VA will provide and install the projector. Q12. Will the Government accept ground-up projects for this procurement? A12: No, the RLP is restricted to existing buildings. An existing building is defined as a cold dark shell at the time of initial offers. Cold dark shell is defined as a commercial building with a foundation, exterior walls, and roof without a finished interior, HVAC, lighting, plumbing, ceilings, elevators, or interior walls. Q13. There appears to be a discrepancy between requirements: LEED-ID+ Score Card (top of page 13, Item 7) and Green Globes (page 17, Item T). Which one should apply? A13: Green Globes. Q14. Your Past Performance Survey states the following: ""Questionnaire is due to Ralph Crum no later than 4:00 PM Central Daylight Time on March 6, 2020. Questionnaire must be submitted directly to the Lease Contract Specialist on company letterhead if faxed or emailed from a corporate email account."" Can you please confirm it should read: May 5, 2020? A14: It should read May 5, 2020 unless there is an extension on the deadline for receipt of proposals. Q15. Page 25 of 28 (when viewing PDF) Factor 3 Past Performance, says Offerors shall provide past performance experience, Design team shall provide past perf experience, and general contractor shall provide experience. Typically, the offerors send out the PPQs. Are you requesting these for the design team as well? A15: For Factor 3, the references, Item 2, and past performance surveys, Item 3, apply to the Offeror. The Design Team s, Item 4, and General Contractor s, Item 5, Qualifications and Experience are not references or past performance surveys, rather examples of relevant project experience.
