- THIS REQUEST FOR INFORMATION (RFI) 36C26220Q0599 -IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a source sought/RFI for market research only. The purpose of this source sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 339113 (size standard is 750 Employees). Responses to this source sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought, a solicitation announcement may be published. Responses to this source sought synopsis are not considered adequate responses for a solicitation announcement. Vendor Requirements: Period of Performance is 3 Months. Vendor shall quote all items under this requirement. Vendor shall provide standard warranty on the product starting from the first day of delivery. STATEMENT OF WORK FOR TIBOR RUBIN VA HOSPITAL MEDICAL CENTER, LONG BEACH, CA Introduction The purpose of this statement of work (SOW) is to outline the tasks and responsibilities of the successful offeror in relation to providing a cart washer disinfector system replacement to the Tibor Rubin VA Medical Center, Sterile Processing Services (SPS). Background The Tibor Rubin VA Hospital VA Medical Center at 5901 East 7th Street, Long Beach, CA 90822 is part of the Desert Pacific Healthcare Network (VISN 22), and is one of the most diversified tertiary health care providers in the VA. It is a teaching hospital, providing a full range of patient services, with state-of-the-art technology as well as education and research. It currently has a cart washer disinfector system, but it is non-working and it is beyond economical repair. Scope This procurement is to provide Sterile Processing Services with a new 9128E Getinge Cart Washer-Disinfector System. The 9128E Getinge Washer Disinfector System, has a variety of features that ensures wash/ high level thermal disinfection of surgical instruments, utensils, 1300 Instrument Cycle Wash for 9128E cart washer-disinfector, Trim Panel Floor Mounted, 2 Long loading ramps. The scope of work is also requesting removal of current 9100 Getinge Cart Washer Disinfector. The current Getinge cart washer is obsolete and non-working so this requirement will remove the old cart washer and install a new cart washer. And finally, this scope is also requesting training. General Requirements Vendor shall provide to Tibor Rubin VA Hospital Medical Center with Getinge 9128E Cart Washer-Disinfector Systems. The washer-disinfector is used at hospitals to wash, disinfect thermally and dry goods such as carts, containers and equipment (wash basins, and similar goods in stainless steel). The Getinge 9128E washer-disinfectors has a large capacity, jet spray washers for mechanical washing, intermediate level, thermal disinfection and drying of moisture and temperature handling carts, surgical containers and utensils. Mandatory Tasks Vendor shall provide Tibor Rubin VA Hospital Medical Center with Getinge 9128E Washer Disinfector. Vendor shall remove current obsolete/non-working 9100 Cart Washer. Vendor shall install the 9128E Cart Washer/Disinfector includes (1300 Instrument Cycle Wash for 9128E, Trim Panel Floor Mounted, 2 Long loading ramps). Vendor shall provide training. Period of Performance/Acceptance: The Delivery Date is 2 Months after receipt of order. The installation will occur right after delivery of product. The training will occur after the installation and the vendor has 1 Month to complete both the installation and training. Vendor shall work with the VA point of contact (POC) Logistics Department before delivering the 9128E Cart Washer Disinfector System to schedule the acceptance of the products. Long Loading Ramp, Single Ramp, Order 2 Total From 3ft or 4ft 501898600 EA 4 Salient Characteristics All salient characteristic requirements stated below must be met to accommodate the needs of the government. Vendor shall provide cart washer-disinfector with these exact dimensions length 112.2 (2850mm), width 37.8 (960mm) 78.7 (2000mm). Vendor shall provide the cart washer disinfector with these exact measurements to fit into an existing space. The washer-disinfector will wash, disinfect, and dry goods such as carts, containers and equipment (wash basins, bowls, and similar goods in stainless steel). Standard Cart Washer-Disinfector produces a minimum 8 gallons water, 10minute cycle. Standard Cart Washer-Disinfector 1300 Instrument cycle to clean and high- level thermal disinfection 194 maximum degrees final rinse. Cart washer-disinfector must have the standard 30 United States instrument sets cycle (The Food Drug Administration approved for loaner trays cutting time and labor cost) Cart washer-disinfector must have a standard minimum 128 oscillating nozzles for complete coverage of the content that is being processed by the cart washer Cart washer disinfector must have the standard Air Barrier so no cross contamination from decontamination area to Preparation area. Negative to positive air flow contained Standard Automatic Exhaust damper to minimize energy loss during water heating process. The vendor shall provide the cart washer/disinfector with Steam, Double Door, Deionize water and Reverse Osmosis H2O valve. Booster Tank, 2 Re-use Tanks Fiberglass in nature, 4 Chemical Dosing Pumps, 4 Detergent Flow Meters, Drain Cooling, USB, Air Barrier, Utility Connect Kit for steam, A/C, Left Hand, Floor Mount, Perform Dryer, 480V, Direct Rinse, Instrument Wash/Thermal Disinfect, Docking, Sump Flush. Vendor shall provide exact measurements for the ramps, 36 in. Wx6 in. H x 4-Ft. because it has to fit exactly to the location. There are two single ramps needed, both ramps need to have the same exact dimensions. One ramp is for decontamination area and the second ramp is for the Preparation area. Each ramp is for 4ft. long for the location spacing in Sterile Processing Services clean side and soiled side area located in Bldg. 126, 7th floor, room 715. This is not pit mounted unit, when the cart washer-disinfector is installed at floor level, the floor of the chamber is higher than room floor. Ramps shall come with a standard equipment to facilitate loading and unloading and to have access to the washer-disinfector. Vendor shall provide a cart washer-disinfector with two doors to give an airlock function between the soiled and clean side of the machine. The doors are horizontal sliding doors. Vendor shall provide the cart washer disinfector with four dosing pumps. Vendor shall provide a standard low point drain valve to minimize transfer of residual debris. The valve must be in the same exact location, it cannot be moved or relocated. If moved or relocated, it will require moving lines and pipes which is not part of this requirement. Standard fully automated sump cleaning system reduce debris so maintenance is faster and minimal. Because of the work at the VA, time is of the essence, many carts have to be washed at once and they have to be washed quickly and efficiently. Vendor Responsibilities: The vendor shall be responsible for any and all liability actions or suits when the vendor is at fault or negligent in the performance period. Government Responsibilities 11.1. VA Logistics Department will provide necessary staff to receive merchandise. 11.2. VA Biomedical Engineer Department and Electric Shop and Safety department will inspect the merchandise following the installation of the cart washer-disinfector. 11.3. VA Biomedical Engineer Department will inspect merchandise after installation for use. 11.4 The Government will provide the name of the VA POC at the time of contract award. Warranty . Warranty for 1 year which includes the replacement of defective parts and coincidental labor. Installation Vendor shall provide the installation 9128E Cart washer and it s components. Vendor shall not conduct any work that will break the flooring, break walls or electrical or plumbing work to the Sterile Processing Services Decontamination or Preparation Area. Current Cart Washer 9100 is not attached to the facility and it is not permanent to the structure. Vendor shall not damage any flooring, electrical, walls to the Sterile Processing Services Decontamination or Preparation Area. Removal of Current Cart Washer-Disinfector: Vendor shall remove the current beyond economical repair Getinge Cart Washer-Disinfector 9100 series. Vendor shall remove and clean all debris, materials, equipment, and or trash that is the result of the removal. Vendor shall not damage any flooring, electrical, walls during the removal of the Getinge 9100 Cart Washer. Training: Vendor will train the Bio-Medical Engineer VA staff that will begin after signed off from the installation team. Vendor shall provide four days of face to face onsite training to the Biomedical Engineer 2 staff members and the training will consists of first response of reported issues and preventative maintenance. The training will occur right there at the machine. Vendor shall coordinate training with the VA POC after the installation is complete and first trial run has occurred. The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications.
