SOURCES SOUGHT NOTICE Respiratory Therapists Services The Great Lakes Acquisition Center (GLAC), on behalf of the Edward Hines, Jr. Hospital (Hines), 5000 South 5th Avenue, Hines, IL 60141-3030; Jesse Brown Medical Center (JB), 820 South Damen Avenue, Chicago, IL 60612-3728; and Clement J. Zablocki VA Medical Center (Milwaukee), 5000 West National Avenue, Milwaukee, WI 53295-0001, intends to award multiple six-month contracts for Respiratory Therapists Services pursuant to FAR Part 6.302-2 Unusual and Compelling Urgency. Due to the COVID-19 National Emergency, Certified Respiratory Therapist and Registered Respiratory Therapist are required as follows: 26 at Hines 4 at Milwaukee 10 at JB Therapist must provide 24-hour coverage seven (7) days a week covering weekends and Federal Holidays as follows: Milwaukee Flexible shifts to include weekends and holidays 12-hour shifts:� 7:00 a.m. 7:30 p.m., 7:00 p.m. 7:30 a.m., 11:00 a.m. 11:30 p.m., 3:00 p.m. 3:30 a.m. 8-hour shifts:� 7:00 a.m. 3:30 p.m., 3:00 p.m. 11:30 p.m., 11:30 p.m. 7:00 a.m. Jesse Brown Flexible shifts to include weekends and holidays 8-hour shifts: 7:30 a.m. 4:00 p.m., 3:30 p.m. midnight, 11:30 p.m. 8:00 a.m. Hines Flexible shifts to include weekends and holidays 12-hour shifts: 7:30 a.m. 8:00 p.m., 7:30 p.m. 8:00 a.m. 8-hour shift: 3:30 p.m. - midnight All contractor s RTs shall hold current National Board for Respiratory Care (NBRC) certification, currently certified in Basic Life Support (BLS), Associate degree, and one (1) year of adult ICU experience. All qualified firms who believe they can provide the required services are encouraged to respond with the following: Firm s background and experience in providing RT services. Firm s current certificate of liability insurance. Firms shall provide CVs/resume for RTs proposed to work on the contract (include years of experience in adult ICU) RTs NBRC and BLS certification RTs Associates Degree. Indicate the location proposed for each candidate. Indicate the availability (potential start date) for each candidate. Firms that are Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) shall include proof of verification in the VIP database at www.vip.vetbiz.va.gov/. Firms shall include proof of registration in the System for Award Management (SAM) system (www.SAM.gov/SAM/). All-inclusive pricing (travel and lodging) shall be provided and will be used as market research. Include shift rates, OT, Holiday, and Weekends This Sources Sought Notice will be used to identify potential vendors that would be interested and capable of providing qualified Respiratory Therapists candidates, and to assist the Contracting Officer in identifying VOSB firms. It is for market research purposes only and shall not be considered as a request for quote or as an obligation on the part of the Government to acquire any services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this Sources Sought Notice or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this Sources Sought Notice. No contractual arrangement will be made as a result of this announcement. Information submitted in response to this Sources Sought Notice will not be returned. A determination by the Government based on responses to this notice is solely within the discretion of the Government. Information received will be considered for the purposes of determining whether VOSB/SDVOSB firms are available to provide these emergent requirements. The Government s inability to receive sufficient responses from VOSB/SDVOSB will result in multiple awards with an unrestricted procurement. All interested parties capable of providing the above Respiratory Therapist services shall submit a response via email to Patrice.Bond@va.gov no later than Friday, April 10, 2020 at 12:00 p.m. local time.
