- The Library of Congress National Book Festival (NBF) is the nation�s largest premier book event, drawing highly acclaimed authors as participants and thousands of attendees from all over the world. The Library of Congress requires a contractor to provide bookseller services for the Library�s annual National Book Festival. Please see attached documents for detailed information about the solicitation. Amendment 0001 provides Attachment J-3 - Responses to Offeror Questions and revises section L, Instructions to offerors.
