- Prospective Applicant: The USDA Forest Service Lake Tahoe Basin Management Unit (LTBMU) is soliciting proposals from interested parties for a campground concession special use permit (SUP) to provide high-quality public service in the operation and maintenance of Government-owned recreation facilities at Lake Tahoe in both California and Nevada. The new SUP(s) will replace the current concession permit which expires December 31, 2020. The Lake Tahoe Basin Management Unit (LTBMU) Concession Prospectus is organized into two separate recreation area complexes: Basin Complex William Kent Campground and Beach Kaspian Campground Beach and Pier Blackwood Canyon Campground Bayview Day Use and Trailhead Inspiration Point Interpretive Site Fallen Leaf Campground and Moraine Trailhead Baldwin Beach Pope Beach Nevada Beach Campground and Beach Meeks Bay Complex Meeks Bay Campground and Beach This prospectus offers the Basin Complex as one business offering and the Meeks Bay Complex as a second, stand-alone offering. Up to two permits, one per complex, may be issued for recreation facilities on the LTBMU. Separate applications must be submitted for each complex. Applicants may bid on one or both. If an applicant is awarded both complexes, those permits may be combined into one permit with the Forest Supervisor�s approval. Please note that the Basin Complex permit is offered with a Required Consolidated Fee to Government. Consolidated fees will be used to upgrade recreation sites to better meet visitor�s expectations and to improve business opportunities to the successful applicant. The LTBMU intends to complete the application evaluation and make a selection in mid-summer of 2020, with the intention of the successful applicant beginning operations in 2021. All prospective applicants are advised to read the prospectus carefully. All applicants must submit a written application and must include the information listed under section IV Application. Applicants must submit four (4) complete copies of their application package and supporting documents for each offering they are proposing. Applicants must also submit two (2) copies of their business plan with each application. Applications must be signed by an authorizing officer of the organization or individual submitting the application. Applications must be received by close of business (4:30 p.m. PDT) on June 30, 2020.� Please mail completed proposals to: Forest Supervisor Lake Tahoe Basin Management Unit Attention: Robert Becker 35 College Drive South Lake Tahoe, CA 96150 Applications submitted in response to this prospectus are subject to cost recovery pursuant to 36 CFR 251.58(c) (1) (ii) and (c) (3) (iii) to cover the cost of the prospectus preparation and review of each application(s) submitted. For the Basin Complex, applicants must submit a processing fee of $600. For the Meeks Bay Complex, applicants must submit a processing fee of $100. If an applicant submits multiple applications to operate both complexes, the fee is required for each application. In addition to the application fee(s), applicants must submit a fee of $250 for each application to cover the cost of the business plan evaluations. Payments must be enclosed in the application package. Details including acceptable methods of payment are described in the prospectus. The selected applicant may be responsible for the costs of preparing and issuing the permit and will be required to undergo a Financial Ability Determination (FAD), unless the Forest Service has conducted a FAD for the applicant within the past year. If a FAD has been completed for the applicant within the last 12 months, the applicant will be responsible for the cost of adjusting it to reflect any change this selection may have on the applicant�s financial ability.
