Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source, with Certain, Inc., San Francisco, CA for the purpose of renewing the Professional Edition SaaS Subscription with Silver Support associated with its conference registration system. �This is a sole source inasmuch as Certain, Inc. is the exclusive developer, seller, marketer and distributor within the US of the SaaS software solution capable of handling PII and fully compliant with all relevant Federal and NIST IT security, privacy and payment requirements.� Access to the platform is not available on-line through any other interface or vendor. �A firm fixed-price purchase order will be negotiated and issued on or about 15 Aug 2020 for a 12-mo. period and include (4) 12-mo. option periods.� No solicitation package will be issued.� This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement.� Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov.� The government will consider responses received by 5:00PM, EST, 17 Apr 2020.� Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.� A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.� This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition.� No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 511210 and the size standard is $41.5M.
