Privacy Technical Assistance Center Technical Support Solicitation: PEPP200005AP Request for Information � U.S. Department of education Privacy Technical Assistance Center(PTAC) �Technical Assistance Support for the Student Privacy Policy Office Capability Statement Instructions The U.S. Department of Education (the Department) is conducting market research to obtain contractor support and technical expertise for the Department�s Student Privacy Policy Office (SPPO) through its Privacy Technical Assistance Center (PTAC). SPPO�s mission is to lead the Department�s efforts to promote, protect and enforce privacy for SPPO�s internal and external customers. PTAC�s mission is to provide general and targeted technical assistance to SPPO�s external customers including students, parents, State and local education agencies, postsecondary institutions, and the broader education community on matters relating to student privacy and the security and data governance of data systems with student data.� In addition, PTAC will also support the SPPO�s internal privacy safeguards work and student privacy complaint administerial operations.� Information submitted in response to this Request for Information (RFI) may be used to assist the Department in finalizing its acquisition strategy. Disclaimer: The Department will not pay for the provision of any information nor will it compensate any respondents for providing this information. This notice in no way obligates the Government to award any contract to any interested party. Feedback will not be provided to any interested party who submits information to the Department in response to this notice. Please note that all solicitation-related documents in this RFI are draft versions.� The content of each document may change between release of this RFI and release of the final solicitation.� The final solicitation will be governed by the terms, conditions, instructions, and criteria in that document.� Offerors should not rely on the contents of this RFI for preparing final proposals.� To the extent that information provided in this document is inconsistent with or contradicts information contained in the final solicitation, the solicitations controls. Capability Statement Submission Deadline The deadline for submitting Capability Statements is April 15, 2020 by 12:00 noon (ET) via e-mail to the following: April.Blash@ed.gov, and cc: Pamela.Bone@ed.gov. Primary Point of Contact: April Blash Contract Specialist April.Blash@ed.gov (202) 245-6332 Secondary Point of Contact: Pamela Bone Contracting Officer Pamela.Bone@ed.gov Capability Statement Instructions In response to the attached draft Performance Work Statement (PWS), the Department hereby solicits capability statements from eligible, interested parties. Capability Statements shall be no longer than 3 pages (single-spaced, with a minimum of one-inch margins and 12-point font).�� Contractors should include up to 4 resumes in the appendix.� Only resumes for potential key personnel that would work on the anticipated contract are to be included.� Each resume must clearly document that individuals have the experience and expertise described below.� Each resume must be no longer than 3 pages.� (Resumes will not be counted as part of the 3-page limit for the capability statement.) Vendors shall provide responses for the content areas noted below. This information does NOT count against the 3-page Capability Statement page limit. BASIC INFORMATION Please state your business/company name and address. Include contact information such as a corporate email address and website URL. Please state your business size status (i.e. large or small) in the stated NAICS code of 541990. Also provide all socio-economic categories for your company and the corresponding NAICS code. State what NAICS code you believe best fits the PWS. State if the requirement should be set-aside for small business, and why (or why not)? State if the requirement provides opportunities for small business subcontracting. Why or why not? Please include any questions or comments regarding the draft PWS. The anticipated type of contract is firm fixed price. Do you believe the PWS lends itself to FFP? Why or Why not. CAPABILITY STATEMENT CONTENT AREAS The capability statement must describe the collective expertise and experience of key personnel, in each of the following areas: Experience providing� consultation on existing and upcoming technical assistance resources, on responses to stakeholder inquiries, and on other matters relating to the privacy and security of student data. �Interested parties shall provide a minimum of two examples of personnel�s successful past experience and skill in demonstrated leadership and expertise in FERPA and the following technical areas:� State educational agency data systems/statewide longitudinal data systems; Local educational agency data systems or integrated data systems; Data governance; Educational technology; Education data reporting and the application of statistical disclosure limitation in education data reports; Development of interagency agreements for accessing, sharing, or linking education data; Information technology security architecture, governance, standards, and best practices. Experience, skill and expertise in privacy law and cybersecurity mandates within federal government regarding and governing the collection, use, transfer, and protection of PII. Interested parties shall provide a minimum of two examples of personnel�s successful past experience and skill in providing such expertise similar to what might be required under this procurement in content, methodology, scope, and scale.� � Substantive content knowledge relevant to the focus of the Performance Work Statement, including knowledge of family engagement program development and delivery, types of engagement and programs for special populations, education choice strategies and engagement, �program operations and challenges, as well as evidence of promising family engagement content and delivery strategies. Interested parties shall provide at least two examples showing that personnel have relevant knowledge to effectively study these programs and strategies. � In addition, the capability statement should address the following experience and capacity at the corporate level: Experience conducting projects similar in nature to that described in the Draft PWS.� Interested parties must provide evidence of successful corporate experience with a minimum of two past projects that are similar to that described in the draft PWS in terms of the specific tasks, scale, and scope of the tasks that could be required.�
