- NOTE: This RFI is not a RFP/RFQ and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes, however the Government reserves the right to make an award to a vendor at any time as a result of this RFI under the micro-purchase threshold. All information contained in the RFI is preliminary, as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, ""Request for Information or Solicitation for Planning Purposes"", is incorporated by reference in this RFI. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked ""Proprietary"" will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. The Government reserves the right to follow up on a one-on-one basis with RFI respondents to gain additional information or clarity about information submitted. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Department of Energy/Western Area Power Administration (WAPA) has a requirement for a licensed medical professional to review and provide comments and inputs on WAPAs �Stay at Work� continuity of operations plan in response to COVID-19 or other pandemics. The plan documents WAPAs policies and procedures for ensuring worker health, safety, and well-being at each WAPA location and is approximately 15 pages in length. This goal of the plan is to ensure continuity of mission essential functions by providing a plan for contained/semi-contained operations of on-site personnel (dispatch, real-time merchant, security, and support staff) for 14-30 days. �Medical professionals should have experience in occupational health or infectious diseases for this requirement and they may be licensed in any state, however experience practicing in CO, AZ, CA, ND, or SD is preferable. At this time, WAPA is interested in obtaining capability statements including qualifications or other information concerning the ability of the vendor to provide the requested services. Vendors may also provide a non-binding cost estimate to successfully perform the requirement. Given the critical nature of this request, WAPA is only looking for vendors who would be able to provide this service immediately upon award of a purchase order of Government Purchase Card (GPC) transaction and complete the review in less than 5 business days. Information submitted in response to this RFI may also be used for any other COVID-19 related activities to support WAPA. Companies who wish to respond to this RFI should send responses to the Primary Point of Contact (halla@wapa.gov) no later than 5:00 PM Eastern Daylight Time (EDT) on Monday, April 6, 2020.
