Description
1243ZP20R0002 USDA Forest Service El Yunque National Forest Synopsis for Licensed Water System Operator Services The USDA Forest Service Southern Region El Yunque National Forest (Puerto Rico) intends to solicit proposals for the award of firm fixed price service contract to provide water operator services. This contract includes water system operation services within El Yunque National Forest, Puerto Rico.� This contract services three potable water systems: El Portal Water System consists of a slow-sand filtration plant with a surface water source.� It supplies the El Yunque Headquarters office building and the El Portal Visitor Center building.� The filtration system operates entirely by gravity.� The plant is located at the intersection of road PR191 with PR988.� The water intake is located inside of the Forest and is accessed from road PR988, Km 0.7 (approx.) by a service trail. The work to be performed shall consist of the contractor furnishing all labor, materials, equipment, tools, transportation, supervision, facilities, and supplies. This procurement is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) codes associated with this requirement are: 221310�Water Supply and Irrigation Systems.� The magnitude of this solicitation is between $1,000,000.00 and $5,000,000.00.� All vendors must be registered in sam.gov to be considered for award. The estimate for issuance of the solicitation is on or about 26th March 2020 (15 days after we post the synopsis). The attached documents will be included as part of the future solicitation but have been disclosed at this time for reference. A copy of the solicitation, scope of work and any amendments will be available for downloading from the internet in the future.� You can access the solicitations and attachments on Federal Business Opportunities website. QUALIFICATION SUBMISSION REQUIREMENTS Submission Requirements A.������� Questions about the solicitation a)�������� Submit questions not later than 2:00 p.m. EST on April 17th, 2020. b)��������Site visits will not be offered due to COVID 19 response in PR c)�������� Questions may be submitted by e-mail. d)�������� Responses to questions will be posted through an amendment not later than 2:00 p.m. EST on April 22nd, 2020. e)�������� Include the RFQ number on all correspondence. B.������� Quote Specifications 1.�������� All responsive quotes shall have separate document files for the following: a.�������� Technical Proposal includes: i.��������� Evaluation Questionnaire Responses ii.�������� Resume of key Personnel iii.������� Water operator license in Puerto Rico, license level II certificate of key personnel b.�������� Price Proposal i.��������� Completed Schedule of Items form 2.�������� Price shall not be included in the technical proposal and shall be a separate document Basis for Award Evaluation Factors The Government will award a single contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.� Evaluation factors other than price, when combined, are more important than price in the award decision. The critical factor in making any cost/technical trade-off is not the spread between the technical ratings, but, rather, the significance of that difference. The significance of the spread of ratings will be determined on the basis of what the difference might mean in terms of performance and what it would cost the Government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make price/technical trade-offs that are in the best interest and advantageous to the Government.� The following non-price evaluation factors shall be used to evaluate offers: past performance; prior experience (including technical requirements); Non-price factors, when combined, are more important than price.��� The Government reserves the right to award the contract to other than the lowest priced quoter. Complete the following questionnaire used to evaluate the factors of Past Performance and Experience/Technical Capability, provide more details about the description of work in separate pages to satisfy prior experience. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The dates in this announcement supersede the dates in the solicitation attached in the announcement due to the effects of�COVID 19
