- Description
- The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for trolley track repair and maintenance services. The work will be performed at the Lowell National Historical Park located in Lowell, MA. The National Park Service (NPS) operates one and a half mile electrified trolley system that has been in operation for 36+ years and is the principal way the park moves visitors and school groups between its scattered historical sites. The trolley is part of Lowell National Historical Park visitor experience and essential to the park�s operation. The Volpe Center in support of the NPS, has been tasked with a project to perform trolley system rehabilitation that includes critical track work along the most used half mile extent of the trolley system. The solicitation will be competed and 100% set-aside for small businesses. Status as a small business concern is determined by the Small Business Administration (SBA). Only small business concerns will be eligible to propose on this project. The Government intends to award one firm fixed price contract as a result of the solicitation. The estimated magnitude of construction for this project is between $500,000 and $1,000,000. The North American Industry Classification System Code for this project is 237990 Other Heavy Civil Engineering. The small business size standard is $39.5 million. THIS IS NOT A REQUEST FOR PROPOSALS. It is estimated the solicitation will be issued in 15 calendar days. Proposals will be due 30 calendar days after the release date of the solicitation. Details for a pre-proposal site visit or virtual site visit due to the current COVID-19 Massachusetts State of Emergency will be included in the solicitation. The Volpe Center uses electronic commerce to issue requests for proposals and amendments. Paper copies will not be made available. The solicitation and any related documents will be issued on the Government Point of Entry known as BetaSAM.gov at https://beta.sam.gov/search?index=opp Be advised that this project may be delayed, cancelled, or revised at any time during the pre-solicitation, solicitation, evaluation, selection, negotiation and/or final award process. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs).� The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts.� The Maximum line of credit is $750,000.� The STLP loan has a variable rate, which is connected to the prime rate.� The current rate may be found on the OSDBU website http://osdbuweb.dot.gov or call 1-(800) 532-1169.
