- Description
- The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, located at 3140 Governor�s Place Blvd., Suite 210, Kettering, OH 45409 intends to award a single-award, firm-fixed-priced contract to ICU Medical, Inc. 951 Calle Amanecer, San Clemente, CA 92673-6212. The Government intends to solicit and award to only one source under the authority of FAR 13.106-1(b) and FAR 6.302-1(b)(1)(i), soliciting from a single source, due to unique supplies required by the VA Ann Arbor Healthcare System.� The primary statutory authority is 41 U.S.C.3304(a)(1), Use of Noncompetitive Procedures. �It is the Government�s belief the proposed candidate is the sole manufacturer capable of meeting the requirement. The associated North America Classification Systems (NAICS) Code is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing and the Small Business Size Standard is 1,250 employees. It is the Government�s belief the proposed candidate is the only source with the required capabilities to successfully meet the requirement for replacement of the Hemodynamic Monitoring Systems, made by ICU Medical, Inc.� Those systems have currently reached their end-of-life expectancy.� The Ann Arbor VA is replacing those units with eight (8) upgraded units from ICU Medical, Inc.� The Hemodynamic Monitoring Systems � Cogent, made by ICU Medical, Inc., will flawlessly connect with their current equipment/systems without replacing other components. Furthermore, it is imperative to replace the equipment with the same manufacturer that is currently installed at the facility, to prevent further costs to the government. This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals. No solicitation documents are available at this time.� Interested parties may give written notice to LouAnn.Gilliland@va.gov by 4:00pm e.s.t. on April 7, 2020. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
