Order against: FSS Contract Number: V797P-2071D Name of Proposed Contractor: Covidian Sales LLC. Street Address: 15 Hampshire St. City, State, Zip: Mansfield, MA 02048����� Phone: 800-866-6689 (3) Description of Supplies or Services: The estimated value of the proposed action is $491,305.30 The Spokane VAMC requires 12 each COVID-19 Medtronic PB980 Ventilators in response to the COVID-19 pandemic. The facility has only a limited number of ventilators and is in urgent need of additional ventilators in order to prepare for the potential influx of new patients. PB980 ventilators are compatible with consumables already supplied and available at this facility. Due to COVID-19 pandemic finding consumables is difficult or impossible. This action is a new requirement and has determined to be urgent. This will be a firm-fixed price sole source award to a large business in accordance with. FAR 6.302-2(a)(2) When the agency s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.. (4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor s unique qualifications to provide the required supply or service. FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays: Demand for ventilators and consumables used with the ventilators has surged in response to the Coronavirus pandemic. Spokane VAMC need additional ventilators in order to prepare for the potential influx of new patients. (5) Describe Why You Believe the Order Represents the Best Value 8.404(d) Pricing. Supplies offered on the schedule are listed at fixed prices. Services offered on the schedule are priced either at hourly rates, or at a fixed price for performance of a specific task (e.g., installation, maintenance, and repair). GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. In addition, the price offered by Covidian Sales LLC. is $6,445.74 less per unit than the listed contract price. (6) Describe the Market Research Conducted Due to the urgent nature limited market research was conducted. A search of VetBiz Was conducted using NAICS code 339112, the search revealed 342 SDVOSB/VOSB under that code. (7) Any Other Facts Supporting the Justification: President's emergency declaration Robert T. Stafford Disaster Relief and Emergency Assistance Act (41 U.S.C 5121, et seq.) The Simplified Acquisition Threshold (SAT) is increased to $750,000. (8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: (9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge.
