- Description
- The U. S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Vicksburg, MS intends to solicit from a single vendor to perform non-recurring services on an as needed basis for cleaning and disinfecting office and communal areas�that have known to�occupy individuals suspected or confirmed to have COVID-19. This notice of intent is for information purposes only.� In accordance with FAR 13.5, simplified acquisition procedures can be used for commercial services up to $7mil and $13mil under an emergency. The maximum capacity for this 2-year Blanket Purchase Agreement (BPA) is $2mil, although this amount is not guaranteed.� The need is for non-recurring services on an as needed basis during the COVID-19 emergency. Using simplified acquisitions procedures, FAR 13.106-1(b)(1) allows for soliciting from a single source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The majority of the work will be performed in Vicksburg, MS where ERDC hosts four large R&D laboratories and the Command Staff. The BPA will also support one laboratory at Champaign, IL and one laboratory at Hanover, NJ. Small field offices in TX, NC, and AL may also be serviced.� The Contracting Officer has determined that soliciting from a local small business is in the best interests of the Government. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5122 et seq. (the ""Stafford Act"") in response to the Coronavirus Disease 2019 (CVID-19) pandemic.
