- Amendment to Initial Announcement for Industry to Participate in the Indirect Fire Protection Capability Increment 2 (IFPC Inc 2) Shoot-Off Demonstration Amendment #1 dated 1 April 2020 provides the following changes and clarifications to this initial announcement: Clarification #1 � The CMDS PO will not host a live Industry Day briefing to vendors as part of the Industry Day on 7-8 April 2020.� Vendors who register for the IFPC Inc 2 Shoot-Off Industry Day will only receive the U.S. Government Industry Day slides with additional information regarding the Shoot-Off via e-mail on 6 April 2020.� The U.S. Government will send vendors who requested a one-on-one discussion their designated one-on-one time and dial-in instructions by 3 April 2020. �Vendors are expected to brief their slides/concept to the U.S. Government during the one-on-one engagement.����� Change #1 � The suspense for registering for the IFPC Inc 2 Shoot-Off Industry Day is extended to 1200 CDT on 2 April 2020. Change #2 � Vendors must submit all questions regarding the IFPC Inc 2 Shoot-Off Industry Day slides in writing via e-mail to usarmy.redstone.peo-ms.list.msls-ifpc-shoot-off-announcement@mail.mil by 1600 CDT on 9 April 2020.� The U.S. Government will then provide responses to all questions received by 16 April 2020 via beta.SAM.gov.� No questions regarding the U.S. Government Industry Day slides will be accepted or discussed during the one-on-one sessions.���� Change #3 � The one-on-one engagements are reduced to one hour.�� Change #4 � The Demonstration Specification referenced in this announcement is no longer applicable and will not be provided.� The IFPC Critical Capabilities Considerations document will be provided instead and will serve the same intent as the Demonstration Specification in this announcement.� The IFPC Critical Capabilities Considerations document will be provided to vendors who have registered for Industry Day on 6 April 2020 with the U.S. Government Industry Day slides.� All other dates and suspenses within this announcement are unchanged and remain in effect. Market Survey to support the Program Executive Office, Missiles and Space (PEO MS) Cruise Missile Defense Systems Project Office (CMDS PO) I. IFPC Inc 2 Shoot-Off Announcement This is an initial announcement for vendors interested in participating with the CMDS PO to conduct an IFPC Inc 2 Shoot-Off Demonstration (henceforth, referred to as the Shoot-Off) including modeling and simulation (M&S), hardware-in-the-loop (HWIL), and a live-fire demonstration. The purpose of this announcement is to assess interest, capabilities, and qualifications of vendors for the effort described below. The CMDS PO is soliciting vendors interested in providing an IFPC Inc 2 integrated solution to provide air and missile defense capabilities to defeat subsonic Cruise Missiles (CM); Groups 2 and 3 Unmanned Aerial Systems (UAS); and Rocket, Artillery, and Mortar (RAM) targets.� The United States (U.S) Government and vendors will enter into no-cost Bailment agreements for this effort.� The U.S. Government reserves the right to terminate a Bailment Agreement at any time if it is determined through U.S. Government analysis that the solution cannot meet requirements. Program Strategy The U.S. Government is pursuing an accelerated fielding of an enduring IFPC Inc 2 solution. The U.S. Government�s competitive program strategy has three (3) phases: During Phase 1, ending 3rd Quarter Fiscal Year 2021 (3QFY21), the U.S. Government plans to enter into no-cost Bailment Agreements with vendors to conduct U.S. Government and vendor M&S, HWIL activities, and a live-fire Shoot-Off to demonstrate their proposed IFPC Inc-2 launcher�interceptor solution�s ability to integrate with U.S. Army�s Integrated Air and Missile Defense (IAMD) architecture. During this phase, vendors will be responsible for providing launcher and missile flight simulations for their proposed solutions to the US Government to assess performance against all IFPC Inc 2 threats.� Additionally, vendors will be provided access to U.S. Government facilities to conduct kill-chain software integration of their proposed solution into the IAMD architecture using U.S. Government HWIL capabilities prior to executing the live-fire shoot-off.� In 3QFY21, vendors will deliver their integrated solutions (launcher and interceptor) to White Sands Missile Range (WSMR), New Mexico (NM) for the live-fire shoot-off.� This phase ends with submission of proposals for an Other Transaction Agreement (OTA) in late 3QFY21.� The vendors may use their M&S, HWIL, and Shoot-Off data to support their final proposals for the Phase 2 OTA. During Phase 2, the U.S. Government plans to competitively down-select via an OTA to a single vendor in 4QFY21.� As part of this phase, the selected vendor will receive funding to deliver 16 launcher and 80 interceptor Initial Capability Prototypes by 4QFY23. During Phase 3, the U.S. Government plans to award a sole source production contract with options for the launcher-interceptor solution in 4QFY23 for approximately 400 launchers and associated interceptors.� 1. Purpose of the Shoot-Off The U.S. Government will conduct a Shoot-Off at WSMR, NM in 3QFY21 to assess vendors� materiel solutions for the enduring IFPC Inc 2 solution. Prior to the shoot-off demonstration at WSMR, NM, the efforts will begin with M&S and HWIL in a U.S. Government provided facility. The M&S and HWIL activities will allow vendors to demonstrate their system in the IAMD system of system�s architecture through digital simulation. Following the M&S activities, vendors will demonstrate their integrated materiel solution�s effectiveness against live targets at WSMR, NM. The IFPC Inc 2 vendor provided launcher-interceptor solution is defined as a launch platform, interceptor(s), All-Up Round Magazine (AUR-M) or a growth path to an AUR-M, and data link (if needed).� Shoot-Off Participation In the 3QFY21, the CMDS PO, with support from the IAMD PO, will host the Shoot-Off at WSMR, NM.� The U.S. Government will use the following criteria to validate the vendor's need to receive IFPC/IAMD program information allowing the vendor to participate in the Shoot-Off: Vendor must provide a description of the digital model and simulations, which will be presented to the U.S. Government at Industry Day. Vendor must provide details and availability of assets to support HWIL activities, which will be presented to the U.S. Government at Industry Day. Vendor must have the ability to handle and store classified data, as well as, data containing special restrictions. Vendor must agree to provide all required safety documentation by the due dates established by the U.S. Government. Each vendor that plans to participate in the Shoot-Off will provide a Technical Information Paper (TIP) on their respective system no later than (NLT) 1300 CDT 24 April 2020.� The TIP descriptions are provided below.� The U.S. Government will notify each vendor of its approval or disapproval to participate in the Shoot-Off by 22 May 2020. For planning purposes, the CMDS PO will conduct technical interchange meetings with vendors selected for a Bailment Agreement.� The technical interchange meetings will include, but not be limited to a discussion on requirements, demonstration planning, resources, and contractor status for the planned Shoot-Off. 2. Industry Day (7-8 April 2020) The CMDS PO invites interested vendors to a virtual U.S. Government-sponsored Industry Day to discuss the Shoot-Off requirement.� The U.S Government will host the industry day by teleconference or video teleconference (VTC).� Vendors are encouraged to participate and ask questions to ensure a complete understanding of the requirement and schedule. Date:� 7-8 April 2020 To register, please RSVP NLT 1200 CDT on 1 April 2020; the U.S. Government will not accept registrations after that date.� Include a by-name list of all Industry Day attendees for your organization.� To RSVP send an e-mail to usarmy.redstone.peo-ms.list.msls-ifpc-shoot-off-announcement@mail.mil. �Following your registration, an Industry Day POC will provide additional information on the event. The U.S. Government will conduct the Industry Day activities as follows: Vendor teams are encouraged to submit written questions regarding the Shoot-Off by 1200 CDT on 1 April 2020 to usarmy.redstone.peo-ms.list.msls-ifpc-shoot-off-announcement@mail.mil. �On 6 April 2020, the U.S. Government will provide registered vendors a briefing with additional information regarding the Shoot-Off and answers to all questions submitted.� This is an open exchange with vendors and no answers given will be considered official or binding on the part of the U.S. Government.� Electronic recording of the Shoot-Off Industry Day event is not permitted. On 7-8 April 2020 individual closed sessions comprised of vendor presentations followed by Question and Answer (Q&A) between U.S. Government personnel and prospective vendor teams will be held. The U.S. Government will hold a teleconference, VTC or secure VTC (SVTC) one-on-one information exchange discussion with those vendors that have an interest in participating in this Shoot-Off.� The U.S. Government wishes to hold individual discussions to gain additional information and clarification and to offer vendors the opportunity to discuss this requirement and identify any Government Furnished Equipment (GFE) or Government Furnished Information (GFI) that will be requested for the Shoot-Off. Please send an e-mail to usarmy.redstone.peo-ms.list.msls-ifpc-shoot-off-announcement@mail.mil to schedule a one-on-one discussion session.� Please include in the request preference for teleconference, VTC or SVTC and POC information. The last time for requesting appointments is 1200 CDT on 1 April 2020. Vendors must submit presentations for their closed session by 1600 CDT on 3 April 2020 to usarmy.redstone.peo-ms.list.msls-ifpc-shoot-off-announcement@mail.mil.� Please provide the following information for your company/institution and for any teaming or joint venture partners: Company/Institute name, address, main POC, phone number, e-mail address, and list of those attending the session, their company, position, and nationality.� The U.S. Government will limit each one-on-one discussion session to one and a half (1 �) hours.� The U.S. Government requests that each vendor team include technical experts in addition to business development staff.� The vendor should plan to spend the first 20 minutes of the discussion session summarizing their IFPC Inc 2 concept. The remaining time will be open discussions.� The one-on-one sessions may be up to the SECRET classification level, and limited to the Shoot-Off requirement. ** ATTENTION ** The Industry Day submissions and technical information papers will be reviewed by U.S. Government personnel and their support contractors.� All information provided will be adequately protected.� Any proprietary information must be identified.� To be reviewed, the statement �Releasable to U.S. Government Agencies and their supporting Contractors for Review Only� must accompany any proprietary submission.� The U.S. Government reserves the right to request further clarification to enhance understanding of the respondent�s submittal.� 3.�Anticipated Shoot-Off Details The U.S. Government will assess system level capabilities, as well as critical major end item technologies against their ability to meet IFPC Inc 2 capabilities, as defined in the IFPC Inc 2 Demonstration Specification.� The Shoot-Off will determine the current state of the vendor�s design solutions. �Each vendor must support the CMDS PO in data collection during the Shoot-Off.� Each vendor will be provided equal time to set-up, demonstrate, and tear-down their system.� The U.S. Government will provide a Shoot-Off Demonstration Plan to vendors. Anticipated Shoot-Off Demonstration The CMDS PO is inviting vendors to participate in a Shoot-Off of IFPC Inc 2 capability to be conducted at WSMR, NM in the 3QFY21. Prior to the Shoot-Off, integration activities will begin with M&S and HWIL in a U.S. Government facility at Redstone Arsenal, Alabama. Vendors must complete the following M&S criteria to participate in the Shoot-Off: Vendor must provide initial models and simulations (to include launcher model and missile flight simulations) and engagement calculators to support a digital simulation assessment of the proposed kill chain solution NLT 30 September 2020. Vendor must provide FINAL models and simulations (to include launcher model and missile flight simulations) and engagement calculators to support a digital simulation assessment of the proposed kill chain solution by 15 January 2021. Vendor must provide their missile model representation for a U.S. Government performance assessment of their solution against subsonic CM and Groups 2 and 3 UAS. The vendor will define applicable growth paths against other Air and Missile Defense (AMD) targets (i.e. RAM, supersonic CM, etc.). In parallel with the M&S activities, vendors will demonstrate live fire readiness with HWIL activities in a U.S. Government facility at Redstone Arsenal, AL. Potential vendors must complete the following HWIL criteria to participate in the Shoot-Off: Vendor must provide their hardware, software, and firmware to assess system safety and integration with IAMD for HWIL activities NLT 18 December 2020. Vendor must provide personnel to support HWIL integration activities at the U.S. Government facility. Vendor must support HWIL architecture definition, to include the vendor�s launcher-interceptor solution interface architectures. Vendor must demonstrate integration of their tactically representative launcher-interceptor solution in the IFPC Inc 2 end-to-end kill chain, in the U.S. Government facility NLT 30 March 2021 Following the M&S and HWIL activities, vendors will demonstrate their integrated materiel solution�s effectiveness against live targets at WSMR, NM. The U.S. Government, with vendor support, execute a Shoot-Off of multiple IFPC Inc 2 solutions. Potential vendors must address the following criteria during the Shoot-Off: Demonstrate integration of vendor�s launcher-interceptor solution with IAMD.� Demonstrate the vendor�s launcher-interceptor solution in an IFPC Inc 2 Live Fire Event against subsonic CM and Groups 2 and 3 UAS targets. Define a nonproprietary interface between the vendor�s launcher and any�AUR-M. Demonstrate a current AUR-M capability or provide a growth plan to an AUR-M. Demonstrate the AUR-M load/reload concept or provide a growth plan for load/reload using standard U.S. Army materiel handling equipment. The U.S. Government will not pay for information received or equipment provided by the vendor.� The U.S. Government will assess vendor�s request for GFE and GFI that is available in the U.S. Army inventory.� The U.S. Government will provide range time, access, and support for the Shoot-Off. The U.S. Government will use responses to this notice to form a Bailment Agreement with each vendor that meets the requirements.� The Bailment Agreement is planned to include sections on the purpose; a list of GFE and GFI requested by and provided to vendor; mutual exchange of data; mutual cooperation; use, data rights and confidentiality of information; security, cybersecurity, demonstration and safety requirements, and claims and liability, etc.� The U.S. Government will protect any information provided in accordance with document markings.� Any potential release of vendor�s information to U.S. Government agencies, other than the following agencies, will be coordinated with the vendor prior to release:� PEO MS, Air and Missile Defense Cross Functional Team (AMD CFT), Army Capability Manager (ACM), and Army Test and Evaluation Command (ATEC). The vendors shall provide all necessary documentation to obtain approvals to connect to the U.S. Government range�s networks 120 days prior to delivery to WSMR, NM. The U.S. Government will provide vendors specific documentation for approvals to connect at the Industry Day. The vendor shall support a Demonstration Readiness Review (DRR) at WSMR, NM approximately 30 days prior to the Shoot-Off.� The DRR shall include compliance with all setup and network connection requirements, including range requirements to ensure the system can be emplaced (safety, environmental, etc.). The DRR will also include whether an Interim Authority To Test has been obtained to operate on WSMR, NM. �All WSMR, NM range requirements for radiation, safety, operations, security, environmental, procedure development, and network access will be entrance criteria for the DRR.� The vendor�s interceptor-launcher system shall be scanned for vulnerabilities 30 days prior to the DRR. Modeling and Simulation The vendor will deliver models and simulations to allow for U.S. Government-performed analysis of capability against all IFPC Inc 2 threats (i.e., nominal and off-nominal).� Model delivery will include interface descriptions and simulation user manuals. �The U.S. Government will utilize the digital models to assess vendor performance against the IFPC Inc 2 requirement. The U.S. Government will provide specific requirements associated with M&S at �the Shoot-Off Industry Day. Demonstration Data Demonstration data will be collected at the Shoot-Off location by the U.S. Government. Data products that the U.S. Government plans to collect will be briefed at the Industry Day.� Data products collected by the vendor shall be provided to the U.S. Government prior to departing the Shoot-Off location.� Each vendor shall provide data in engineering units to the U.S. Government to assist in the assessment of the Shoot-Off.� Any data collected by the U.S. Government will be the property of the U.S. Government.� Vendors shall provide data for U.S. Government Use Only in order to assess/validate components and/or system level performance. �The statement �Releasable to U.S. Government Agencies and their supporting Contractors for Review Only� must accompany any proprietary submissions. �The U.S. Government will work with each vendor to determine the classification level of data products and appropriate proprietary markings.� A U.S. Government Joint Assessment Team, led by the CMDS PO, will assess the fidelity of all demonstration data. Safety The vendor�s system/component must meet minimum safety performance standards to participate in the Shoot-off. Safety package guidance will be provided by the U.S. Government at Industry Day. Demonstration safety expertise will be provided by vendor representatives for the Shoot-Off location.� Vendors will be required to submit safety plans for approval by the Shoot-Off location Safety Office. Inability to gain approval of the safety plans will eliminate the vendor from the Shoot-Off. U.S. Government Provided Support for the Shoot-Off The U.S. Government plans to provide the following support and information to each vendor: IFPC 2 Inc Demonstration Specification � 1 April 2020 Shoot-Off Demonstration Plan - To be provided NLT 120 days prior to the Shoot-Off Access to necessary U.S. Government facilities for the vendor�s launcher-interceptor solution integration. Vendor Provided Support for the Shoot-Off Each vendor will be asked to provide the following in support of the Shoot-Off activities: An integrated IFPC Inc 2 launcher-interceptor solution Adherence to the U.S. Government-provided Shoot-Off Demonstration Plan to include data collection and delivery requirements All system/component peculiar hardware and software, including ancillary equipment Personnel and equipment required to relocate, operate, and maintain the system/component Transport, set-up, calibration, target emulators, sustainment, data collection and transfer and system operation A copy of data collected by the vendor during the Shoot-Off prior to departure from the Shoot-Off location. Data delivered to the U.S. Government will be in the recording formats used by the vendor. Delivery media will be those used by the vendor. Vendor will provide the U.S. Government the format and procedures for accessing the delivered data. Data will be delivered with naming conventions specified by the U.S. Government. All data will be delivered to the on-site data manager. Required security information to gain access to each demonstration site System Security Classification Information Demonstration safety officer Demonstration execution officer �Shipping and receiving of all required demonstration articles and support equipment Anticipated Shoot-Off Assessment The U.S. Government will assess vendor performance against the IFPC Inc 2 Demonstration Specification. �The Demonstration Specification will not change prior to the Shoot-Off. II. Technical Information Paper Vendors participating in the Shoot-Off will submit a TIP (up to 50 pages) to usarmy.redstone.peo-ms.list.msls-ifpc-shoot-off-announcement@mail.mil NLT 1300 CDT 24 April 2020. �The intent of this TIP is for the vendor to provide information to the U.S. Government which is required for range activities as well as to inform future U.S. Government Shoot-Off and evaluation activities. �The TIP is preferred to be UNCLASSIFIED; however, a portion can be CLASSIFIED up to the SECRET level. �DO NOT submit CLASSIFIED documents to the e-mail address provided.� If a CLASSIFIED portion will be submitted, request delivery instructions from usarmy.redstone.peo-ms.list.msls-ifpc-shoot-off-announcement@mail.mil.� All submissions (classified or unclassified) must be received NLT 1300 CDT 24 April 2020, please allow time for submission of classified documents.� The U.S. Government will conduct a design maturity review via the TIP, digital simulation results, and face-to-face meeting(s) to determine future state and growth potential. Submission shall be limited to no more than 50 one-sided 8.5� x 11� pages and 12 font Arial size with one inch margins; line spacing shall be set at no less than single space.� Tables, drawings and header/footer information shall be 10 point Arial font or larger.� If any of the material provided contains proprietary information, then mark and identify disposition instructions (submitted data will not be returned).� All replies to this special announcement must reference ANNOUNCEMENT-W31P4Q-20-R-0048.� The TIP will include the following: Vendors will describe capability to deliver an integrated IFPC Inc 2 launcher-interceptor solution to WSMR, NM by 3QFY21 for a Shoot-Off with IAMD. Vendors will describe capability to support a high fidelity, Six-Degree-of-Freedom (6-DoF) digital simulation assessment of the IFPC Inc 2 capability prior to and following the Shoot-Off. Vendors will provide a description of specific support, other requirements, and constraints for participating in the Shoot-Off to inform the U.S. Government Shoot-Off Demonstration Plan. Vendor�s assessment defining their proposed IFPC Inc 2 solution performance capability relative to the IFPC Inc 2 Demonstration Specification requirements and specific trades the vendor may make. GFE/GFI requirements for the Shoot-Off. A description of the vendor�s integration plan and schedule for the Shoot-Off. Vendors will describe capability to manufacture, integrate, test and deliver sixteen (16) Initial Capability Prototypes for testing (Developmental Testing (DT) & Operational Testing (OT)). A technology maturity assessment of the proposed IFPC Inc 2 system design architecture. A Technology /Manufacturing Readiness Level (TRL/MRL) assessment of the critical technology elements in the design architecture. A description of how the IFPC Inc 2 hardware and software architectures will meet Modular Open Systems Architecture requirements. A description of a growth path for multiple missile types. A description of the IFPC Inc 2 launcher-interceptor solution�s design architecture growth capability. A description of the vendor's manufacturing resources, production rate capacity, and any limiting factors. Vendors will describe capability to manufacture, integrate, test and deliver additional Production Units. For informational and planning purposes, an initial cost estimate for the manufacturing of sixteen (16) Initial Capability Prototypes to support DT/OT activities as well as any follow-on production. Development schedule and milestones. Other information about the vendor�s system that the U.S. Government should know. Design documentation such as Specifications, ICDs, Preliminary Design Review/Critical Design Review packages, Software Requirements Specifications can be attached as an Appendix and will not be included in the 50 page limit.
