- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a solicitation announcement. The purpose of this synopsis is to gain knowledge of potential qualified sources for mobile specimen collection across the United States. BACKGROUND: The world is facing historic challenges in response to the pandemic Coronavirus Disease 2019 (COVID-19). As of today, there is no proven treatment for COVID-19. As the largest government healthcare system, the Veterans Health Administration (VHA) is responding to this emerging health crisis by offering Veteran patients the opportunity to participate in research. To be both timely and effective, research efforts must be partnerships with other federal agencies and industry. As one example, the National Institute of Allergy and Infectious Diseases at the National Institutes of Health (NIAID/NIH) is collecting and distributing specimens to researchers and pharmaceutical companies for use in a wide variety of research including testing drug candidates and vaccine development. VHA Office of Research & Development (ORD) is coordinating and facilitating an enterprise response in support the COVID-19 research effort and is seeking to contract for nationwide mobile human biospecimen collections. SCOPE: The purpose of this synopsis is to gain knowledge of potential qualified sources for mobile specimen collection agency to collect blood and other biomedical specimens (including but not limited to urine, stool, saliva, buccal swabs, nasal-pharyngeal or oral-pharyngeal swabs) in accordance with an approved research protocol of VA-conducted or VA-supported research efforts that are being coordinated through ORD. The specific requirements (number of tubes, timing, handling instructions, etc.) will be defined in a task order. Research participants will include Veterans, family or community members, or VA employees who are enrolled in a VA-conducted or VA-supported COVID-19 research study that requires specimen collection. The mobile specimen collection agency will receive the participant s name, address, phone number, date of birth, required time frame and the specifics for specimen collection as outlined in the task order. The mobile specimen collection agency will contact the participant to schedule the exact date and time of the visit and provide a certified phlebotomist/specimen collector to collect the required specimen at the address provided by the participant. The mobile agency must have the ability to collect the required specimen within timeframes and under specifications required per protocol. Once collected, samples must be processed, packaged and returned to the research study laboratory per the documented request for the specific protocol. Additional details will be provided in the Statement of Work of the solicitation PHLEBOTOMIST/SPECIMEN COLLECTION REQUIREMENTS: Phlebotomist/specimen collectors who have been vetted by the contractor and certified through an organization accredited or approved by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS) and passed an examination through an external certification agency. Materials and examinations used must be in accordance with CLSI standards. INSTRUCTIONS TO INTERESTED VENDORS: If you are interested and capable of providing the required services, please provide the requested information as indicated below. Provide a detailed capability document that explains how your company could meet the requirements listed in this notice for mobile biomedical specimens. Please label this as Capability Statement as attachment 1 to your response. Provide detailed answers to the following questions. Please label this as Q&A as attachment 2 to your response. What is your business size? (Large business, small business, veteran owned small business) Are you a third-party vendor who coordinates mobile phlebotomy? Do you have past performance history of similar requirements with relevant experience and other information indicating and evidencing capability to successfully meet the stated requirements? Do you have the capability to provide geographically dispersed phlebotomist/specimen collectors? How soon can you start contract performance with mobile phlebotomy once contract is awarded? Is it possible to also do other specimen collections if requested, to include saliva, stool, nasal swabs, urine? Do you have current SOPs in place detailing the procedures to successfully meet the proposed scope for mobile collection of blood? Do you have current SOPs in place for mobile collection of saliva, nasal swabs, stool and urine? Are there any geographic limitations for your collections? Do you have program management in place to facilitate coordination for sample collection for multiple concurrent task orders? After review of the responses to this sources sought synopsis, a solicitation announcement may be published on FBO.gov. All interested offers will have to respond to the solicitation announcement, in addition to responding to this sources sought announcement. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions.
