- SYNOPSIS: This Sources Sought Announcement is to assist the U.S. Army Combat Capabilities Development Command Soldier Center (CCDC Soldier Center) to identify potential sources to develop and produce multispectral camouflage textiles for Soldier clothing and individual equipment. The Government requests that responses be submitted electronically to Diane Choquette and Mary Prebensen by 5pm EST on 1 May 2020. Background: CCDC-SC is requesting information from companies with an interest in developing and producing multispectral camouflage textiles focused on providing Thermal Infrared (mid wave (MWIR) and long wave infrared (LWIR)) mitigating properties while maintaining the current Operational Camouflage Pattern (OCP) and meeting near infrared (NIR) and short wave infrared signature management (SWIR) target values.� Please see separate RFI for the recently revised NIR and SWIR specific information posted on 30 JAN 2020 at https://beta.sam.gov/opp/60a35311dc8b4472a13b1ccfd1064fd5/view. SWIR and NIR apparent reflectance target values can be evaluated using the apparent reflectance calculator and will be provided under a Non-Disclosure Agreement for that RFI.� This Sources Sought RFI is part of market research which may assist the Government in developing future procurement strategies to develop the next generation signature management textiles to replace or augment existing uniforms and individual equipment.� Currently a Request for Proposal (RFP) for development of multispectral camouflage textiles is anticipated to be released by July 2020. Description: This RFI is in advance of a potential solicitation where the vendor will conduct research and development that may lead up to full scale production. The development program will focus on development of the multispectral textiles while the Government manages the development of the ensemble. �This RFI asks for information in the following areas from each vendor: Research and Development (R&D) and Technical Capability, in terms of being able to develop a textile with optimized signature management performance Printing or application capabilities and textile construction types the� company can provide (i.e. woven, weft knit or warp knit) Spectral Measurement Capabilities (internal/external) Testing Capabilities (e.g. American Society for Testing and Materials and American Association of Textile Chemists and Colorists) Company�s relevant background and experience Production & Manufacturing Capacity Specifications:� New textiles are required to reduce detection of Soldiers from infrared imagers (NIR/SWIR/MWIR/LWIR) while maintaining the current OCP visual camouflage pattern or current military solid colors (example - Tan 499). It is important that textile treatments should not impact Soldier detectability in other portions of the electromagnetic spectrum, such as radar.� The following list of multispectral camouflage textile applications may be included in the upcoming RFP: Combat Uniforms (Flame Resistant and Non Flame Resistant) Over-garments Ponchos Face/head covers Gloves/hand covers The development effort is anticipated to include development and characterization of textiles over a 1 year timeframe to meet the required properties for each application area with final deliverables expected to include technical reports and textile deliverables of approximately 500 � 1,000 linear yards.� White papers discussing technical approaches to the development of multispectral camouflage textiles will be entertained and compared with the currently-issued textiles for factors including but not limited to multispectral concealment performance, durability, physical performance, drape, perceived user acceptability, logistical requirements and other appropriate factors.� CCDC Soldier Center is currently looking for information and proposed solutions for any or all of the camouflage variants described above. Responses shall consist of an unclassified white paper. Classified performance capability and supporting information can be received as part of this RFI upon further coordination with CCDC Soldier Center. At a minimum, the white paper shall provide a description of the technical approach and a statement on the ability to meet the response requirements. Deliverables: The Government anticipates concept/white papers that demonstrate the interest, capabilities, and qualifications of the submitter. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY This Sources Sought Announcement is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This Sources Sought does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Army has not made a commitment to procure any of the items/services discussed, and release of this Sources Sought Announcement should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Response to this Sources Sought Announcement is voluntary and no reimbursement will be made for any costs associated with providing information in response to this and any follow-on information requests. All submissions become Government property and will not be returned. Not responding to this Sources Sought Announcement does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Sam.gov website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. The U.S. Government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party.
