Description
Description. TYAD serves an important role in supporting the Warfighter and is a recognized leader in providing World-Class Logistics Support for Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance) (C5ISR) Systems across the Department of Defense (DOD). Integral to the success of this mission is the need to ensure the safety and health of all personnel and the protection of the resources needed to fulfill our mission. TYAD is located in Monroe County, Northeast region of Pennsylvania. TYAD�s population is estimated at 4,500 personnel during normal duty hours. This Request for Information (RFI) is being conducted to identify potential sources that may possess the capabilities for Coronavirus Disease 2019 (COVID-19) medical screening in connection with mitigation efforts on-site at Tobyhanna Army Depot (TYAD). TYAD is located in Northeastern Pennsylvania, Monroe County.� This includes no contact temperature screening for visitors, contractors and Department of Army civilians as determined by the TYAD Commander. Individuals identified that meet prescribed medical criteria established by TYAD through no contact screening will be directed to a medical screening tent for further assessment to determine medical suitability to access TYAD. �Currently, nurses from the United States Army Health Clinic � Tobyhanna staff this screening tent. In the event the nurse becomes unavailable, one additional contract employee may be required to augment the nursing staff where limited contact, in appropriate personal protective equipment (PPE) may be required. Currently, TYAD has a three (3) phase approach. Phase one � All visitors accessing TYAD require no contact screening. Follow up screening will be performed by nursing staff from the USAHC-Tobyhanna. In the event the nurse becomes unavailable during this phase, one additional contract employee may be required to augment the nursing staff. Screening at this phase will occur at the truck search gate. A minimum of one contract employee will be required for this phase.� On a daily basis, excluding weekends, the TYAD Law Enforcement Branch processes approximately 150 visitors through the VCC which includes truck deliveries/pickups.� � Phase one PPE (Tyvek suit, googles and N95 mask) will be provided by TYAD during this phase only. Phase two � if implemented, all visitors and contractors accessing TYAD will require no contract screening. Follow up screening will be performed by nursing staff from the USAHC-Tobyhanna. In the event the nurse becomes unavailable during this phase, one additional contract employee may be required to augment the nursing staff.� Screening at this phase will likely occur in a designated contractor�s only inbound vehicle lane and the truck search gate.� A minimum of two contract personnel are required for this phase. TYAD currently has approximately 1100 contractors who report to TYAD for work. Phase three � if implemented, all visitors, contractors and Department of Army Civilians accessing TYAD will require no contact screening. Follow up screening performed will be performed by nursing staff from the USAHC-Tobyhanna. In the event the nurse becomes unavailable during this phase, one additional contract employee may be required to augment the nursing staff. Screening at this phase will likely occur at the truck gate and all four inbound traffic lanes. During this phase, one additional no contact no contact medical screener may be required at the Stroudsburg gate.� A minimum of six contractor personnel are required for this phase.� TYAD currently processes approximately 150 visitors, 1100 contractors and 3,200 Department of Army civilians who accesses TYAD daily. Normal medical screenings periods are from 0600 � 1530, during normal TYAD business hours (M-F). �Work is performed outside at the main gate to TYAD. � RFI. Companies responding to this RFI are advised their response does not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI that indicate that the information therein is proprietary, or represents confidential business information, will be received and held in confidence. Proprietary information submitted, as part of responses to the RFI, should be clearly identified and it will be treated as such. The Government reserves the right to follow up on a one-on-one basis with RFI respondents to gain additional information or clarity about information submitted. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to make an award on the basis of this RFI. Specific Requirements Staffing plan that describes the contractor has the necessary human resources to satisfy the requirement. Personnel are trained and certified to a minimum of Pennsylvania Department of Health or National Registered Emergency Medical Responder or higher certification. Necessary PPE required to adequately protect employees from exposure to COVID 19 for phases two and three. Draft outline of how the effort required by the solicitation will be assigned for performance within the company�s corporate structure and among any proposed subcontractors. b. Draft scheduling and staffing plan, proving the ability to acquire personnel within the required timeframes, in possession of the skill set required to perform the tasks necessary to allow the accomplishment of mission requirements. Offeror must describe resources which provide the capability of recruiting and retaining qualified individual in the geographic area to perform the services and include methodologies, guidelines and process for determining total number of staffing to satisfy the requirements. d. Draft technical Approach: Offeror shall provide a description of demonstrated ability to meet the contract requirements for the overall project with complete address of every requirement. 4) Draft execution timeline from date from award to execution covering all deliverables and milestones.
