- THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. This Sources Sought notice is posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Systems Command (NAVAIRSYSCOM) anticipates awarding a Cost-Plus-Fixed-Fee contract to AECOM Management Services, Inc. (AECOM) for the procurement of Broad Area Maritime Surveillance � Demonstrator (BAMS-D) Unmanned Aircraft System (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) missions. This procurement is anticipated to be awarded on a sole source basis to AECOM to provide mission tactical planning and real-time analysis of sensor data for the BAMS-D program. AECOM is the only responsible source that possesses Government-certified personnel with the requisite knowledge and experience capable of providing these specialized services in the Tactical Auxiliary Ground Station (TAGS) with no lapse in service to the Government and on-going operations.� TAGS personnel require specialized, extensive on-the-job training using TAGS-specific equipment housed in the TAGS facility, followed by proficiency testing. If award is to another Contractor, a full transition will take approximately 12 months, training one person per shift during live missions. The potential for disruption to ongoing operations and safety of all stakeholders poses an unacceptable risk to mission operations. In accordance with FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, by close of business 15 April 2020. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract.�
