- This combined synopsis/solicitation is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation. The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) is issuing the following Request for Quote (RFQ) for the purchase of an Ion Milling System see attached specs. Item must meet the minimum salient characteristics of the specified item. If an item is proposed other than minimum salient characteristics for the specified item, it is solely the responsibility of the offeror to provide documentation to support that the proposed item meets the minimum salient characteristics of the specified item. Minimum Technical Requirements: See attachment for specifications. Interested businesses are strongly encouraged to submit their quotation on the RFQ Standard Form (SF) 18, and provide all supporting documents, as necessary by the due date and time indicated in Block 10. � EVALUATION: An award shall be made to the lowest priced, technically acceptable quote. All quotes are required to include all shipping, handling at the time of submission.�� Selection will be based on the vendors quotation that is considered technically acceptable with the lowest firm fixed price quote. The Government anticipates issuing a single award from this RFQ. To be considered for award, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities and warranty data (as necessary for an acceptability determination by the Government). Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation as it compares to the items included here in. The technical acceptability determination will be based on the quotation(s) with minimum salient characteristics of the specified item included within this RFQ.
