- NSN 7R-1680-015855219-P8, TDP VER 001, QTY 4 EA, DELIVERY FOB ORIGIN. This is a sole source requirement. The Government physically does not have in its possession sufficient, accurate, or legible data to contract with other than the current source. One or more of the items under this acquisition is subject to Free Trade Agreements. (FAR 52.225-3). One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. (FAR 52.225-5) These items require Government Source Approval prior to award. If you are not an approved source, youmust submit, together with your proposal, the information detailed in the NAVSUP WSS Source Approval Brochure which can be obtained on the internet at https:/ /www.navsup.navy.mil/navsup/ourteam/navsupwss/business_opps. Offers received which fail to provide all data required by the source approval brochure will notbe considered for award under this solicitation. This contract/delivery order/purchase order/modification is issued by the Government when deposited in the mail, transmitted by facsimile or sent by any electronic commerce method, including email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to issue this contract/delivery order/purchase order/modification. REPORTING LOSS OF GOVERNMENT PROPERTY (DEVIATION 2020-O0004)(FEB 2020) (a) Definitions. As used in this clause- ""Government property"" is defined in the clause at FAR 52.245-1, Government Property. ""Loss of Government property"" means unintended, unforeseen, or accidental loss,damage, or destruction of Government property that reduces the Government'sexpected economic benefits of the property. Loss of Government property does notinclude purposeful destructive testing, obsolescence, normal wear and tear, ormanufacturing defects. Loss of Government property includes, but is not limitedto-(1) Items that cannot be found after a reasonable search; (2) Theft; (2) Theft; (3) Damage resulting in unexpected harm to property requiring repair torestore the item to usable condition; or (4) Destruction resulting from incidents that render the item useless for its intended purpose or beyond economical repair. ""Unit acquisition cost"" means- (1) For Government-furnished property, the dollar value assigned by the Government and identified in the contract; andAttachment Class Deviation 2020-O0004 Reporting Loss of Government Property Changes are indicated by a change bar in the right-hand margin.Page 2 of 2 (2) For Contractor-acquired property, the cost derived from the Contractor's records that reflect consistently applied, generally acceptable accounting principles.(b) Reporting loss of Government property.(1) The Contractor shall use the Property Loss Function in the GovernmentFurnished Property (GFP) Module of the Procurement Integrated EnterpriseEnvironment (PIEE) for reporting loss of Government property. Reporting value shallbe at unit acquisition cost. Current PIEE users can access the GFP Module by logginginto their account. New users may register for access and obtain training on the PIEEhome page https://wawf.eb.mil/piee-landing. (2) Unless otherwise provided for in this contract, the requirements of paragraph (b)(1) of this clause do not apply to normal and reasonable inventoryadjustments, i.e., losses of low-risk consumable material such as common hardware, asagreed to by the Contractor and the Government Property Administrator. Such lossesare typically a product of normal process variation. The Contractor shall ensure that itsproperty management system provides adequate management control measures, e.g.,statistical process controls, as a means of managing such variation. (3) The Contractor shall report losses of Government property outside normal process variation, e.g., losses due to- (i) Theft; (ii) Inadequate storage; (iii) Lack of physical security; or (iv) ""Acts of God."" (4) This reporting requirement does not change any liability provisions or oth erreporting requirements that may exist under this contract.(End of clause)
