- NOTICE OF INTENT TO ISSUE A SOLE SOURCE AWARD AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is not a solicitation. �The USDA, Agricultural Research Service (ARS) will request and award a purchase order to Siemens Industry Building Technologies to support the USDA/ARS/SEA, Center for Medical, Agricultural and Veterinary Entomology, Gainesville, Florida location.� This is for a �Siemens Industry building automation technical support program service agreement to include equipment and software updates to Siemens proprietary apogee software using Siemens owned USB security keys to allow software updates as needed on a sole source basis under the authority of FAR Subpart 13.106-1(b) � Only one responsible source and no other supplies or services will satisfy agency requirements.� This plan includes but not limited to technical support, software updates/protection and recovery services.� The USDA, Agricultural Research Service (ARS) has a requirement for a Siemens Industry HVAC Service Agreement Implementation Plan.� This plan to cover initial base year period plus 4 option years. The Contractor shall provide all labor, equipment, materials, tools, assembly, transportation, and supervision for� the support services required for the Siemens Industry Building Technologies Control Systems and Apogee software at the USDA/ARS/SEA, Center for Medical, Agricultural and Veterinary Entomology, Gainesville, Florida location.� The work include Operator Coaching, Emergency Onsite Response (Monday through Sunday, 24 hours per Day), Software Diagnostic Maintenance, Control Loop Evaluation and Tuning, Data Protection & Data Recovery Services, Preventative Corrective Maintenance, Component Repair & Replacement Services , Software Support and Updates, Firmware Updates (graphics creating, graphics back-up, field panel database/system field back-up, and field panel database diagnostics) , Annual Documentation, Account Management, On-Site Visits, Quality Assurance Program and documentation for services provided. Equipment Covered: (all) DDC Controllers Type MBC, MEC, PXC and Apogee licenses for the campus-wide Siemens Control system which is connected to research equipment, HVAC and Fire Alarm system at CMAVE. �This is for maintaining the building control and actuation system. �This system was manufactured by the Siemens Industry and they maintain their own equipment. �Only Siemens has the security keys to upload their software updates.� Based on this only Siemens can do the job. Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Monte Jordan at monte.jordan@usda.gov �no later than 03:00 PM CDT, April 15, 2020, which shall be considered by the Agency. �Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
