COVID 19 EMERGENCY - THIS IS SET ASIDE FOR BUY INDIAN SMALL BUSINESSES. The Bureau of Indian Affairs (BIA) is soliciting offers to procure for Cleaning Services, due to the COVID 19 Pandemic. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 140A2320Q0132, herein cited is issued as a Request for Quote (RFQ) and will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04 This acquisition is for Buy Indian Small Business Set-Aside (ISBEE). The North American Industry classification (NAICS) code is 561720 and the business size $19.50. SCOPE OF WORK: Shonto Preparatory School Disinfecting Services BACKGROUND The mission of the Bureau of Indian Affairs (BIA) includes providing a safe and healthy working and learning environment for all employees and students throughout both the BIA and the Bureau of Indian Education (BIE) school system. To prevent the spread of Coronavirus Disease 2019 (COVID-19) BIE requires the disinfection of the Shonto Preparatory School Facilities, Vehicles and a Staff Quarters unit. Shonto Preparatory School is located in Shonto, AZ 111 miles Northeast of Flagstaff, AZ and 23 miles West of Kayenta, AZ. SCOPE The disinfection services will be administered in the following structures totaling 235,216 Square Feet. Structure #645, School Building 1,277 Square FT #646, School Building 29,595 Square FT #648, School Building 89,890 Square FT #649, Gym 4,234 Square FT #650, Maintenance Shop 1,380 Square FT #671, Dormitory 42,742 Square FT #673, Kitchen 17,287 Square FT #674, Dormitory 42,742 Square FT #678, Maintenance Shop 2,148 Square FT #789, Conference 2,749 Square FT #790, Office 1,172 Square FT In addition 6 Buses, 1 Van and 1 quarter unit (1,300SF) will be cleaned. SPECIFIC TASKS The contractor will provide all managerial, administrative, and direct labor, materials, supplies, equipment, chemicals and supervision for the purpose of cleaning and sanitizing. All cleaning and sanitizing shall be provided as the commercial equivalent of a �deep cleaning�. As an additional standard, contractors will be required to provide environmental cleaning and disinfectant services in accordance with the latest recommendations provided by the Centers for Disease Control and Prevention (CDC) as listed at https://www.cdc.gov/coronavirus/2019-ncov/community/organizations/cleaning-disinfection.html. Contractor shall handle and dispose of all chemicals, materials and waste in accordance with OSHA and EPA requirements. Contractor shall not leave any additional materials on site after completion of the work. DELIVERABLES: A Safety plan will be required to define the safety precautions the contractor shall take. Example what plans are in place if employee�s glove tear. ESCORT BY GOVERNMENT PERSONNEL The contractor will be escorted at all times by Government designated personnel during performance. GOVERNMENT FURNISHED MATERIALS The Government will furnish all utilities required during performance, except for telecommunications. SITE VISITS: Will not be allowed during the solicitation due to the COVID 19 Pandemic. SERVICE CONTRACT ACT The McNamara-O-Hara Service Contract Act applies for Navajo County in Arizona. PERIOD OF PERFORMANCE The period of performance for this Scope of Work will be upon issuance of the Notice to Proceed. SECTION M FAR 52.212-02: Evaluation -Commercial Items: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: In the order of importance are the listed evaluation factors: COST Factor I - Past Performance; Factor II - Technical Capability; Factor III � Familiarity of the Area M. 1 Contract Award will be made on the basis of the lowest evaluated price of proposals meeting the technically acceptability standards. The Government intends to select the Lowest Price Technically Acceptable offer on the basis of initial offers received, without discussions. Offers may be given the opportunity to clarify certain aspects of the proposals (e.g., the relevance of an offeror's past performance information or to resolve minor or clerical errors). M.2 Evaluation The Government will conduct a lowest price technically acceptable source selection as required under FAR 15.101-2. The Government will evaluate all offers to determine technical acceptability proposal with the lowest evaluated price. Each Factor will be rated either ""Acceptable"" or ""Unacceptable"". All Factors must be ""Acceptable"" in order to be determined as technically acceptable. A proposal with any factors that are rated as ""Unacceptable"" will not be considered. M.3 Evaluation Factors Factor I - Past Performance; Factor II - Technical Capability; Factor III Management Capabilities/Key Personnel Qualification FACTOR I - Past Performance for cleaning services, in accordance with the Statement of Work. Please provide a list of contracts to include the contract number, POP, point of contact information and the description of the requirement. ""Successful past performance on similar projects, to include but not limited to timeliness of performance and customer satisfaction"". The Offeror will be evaluated on determination of past performance, determination of successful completion of boiler inspection services without unresolved complaints. A determination of successful completion of services. FACTOR II - Technical Capability quote for cleaning services, in accordance with the Statement of Work. The standard of Technical Qualifications is met when the Offeror demonstrates a thorough understanding of the requirements and offers technical approach to project completion. The Offeror will provide a detail technical approach of the work to be performed as outlined in the Statement of work. The Technical Capability shall be in as much detail as the offeror considers necessary to fully explain their technical approach. The technical approach should reflect a clear understanding of the nature of the work to be performed. The proposal shall assess the offeror's understanding of the Bureau of Indian Education's goals for the project and an understanding of the Statement of Work (SOW). The proposal should include, but not limited to the following: a) Explain safety precautions that will be taken in accordance to the SOW. b) Understanding of general and local condition which can affect the SOW. c) Copies of certifications in response to the SOW. FACTOR III � Familiarity with the area where the work will be performed. Knowledge of the Navajo Reservation (location of Bureau of Indian Education schools within the Navajo Region are located in rural and remote areas) for services and supplies to all allow the contractor to work independently and successfully with local school and agency facility staffs. Award will be made to the lowest priced offeror, whose quotation is conforming to the requirements herein, will be most advantageous to the Government, and is fair and reasonable. CONTRACT CLAUSES: The following clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items.
