This is a notice of intent to negotiate on a sole source basis and is not a request for competitive quotes. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent item which meets all technical specifications as described herein. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by the date and time specified herein to Patricia Rose at patricia.rose@nist.gov. Responses received will be assessed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description:� The National Institute of Standards and Technology (NIST), intends to negotiate and award on a sole-source basis under the authority of FAR 13.106-1 (b) with Microsemi Frequency and Time Corporation, in San Jose, CA. Sole Source determination is based on the market research that shows only one vendor can comply to this critical need that meets all the NIST technical specification requirements. The NAICS code 334220 � Small Business Size Standard is 1,250 employees. DELIVERABLES: See Attached JUSTIFICATION: The TSC 5120A (phase noise and frequency analyzer) will mainly be used in the NIST Characterization of Atomic Frequency Standards and Characterization of Global Positioning System (GPS) Satellite Receivers Services. It is also a very useful tool for checking the performance of Cs and H-Maser clocks in the NIST timescales. The use of TSC 5110A (the discontinued version of the TSC 5120A) is specified in the QM-III documents of the two services mentioned above. We searched on web and consulted with colleagues in the time and frequency field for other phase noise and frequency analyzers. The search results and the discussions with colleagues showed there are companies make the products that provide similar functions. However, these products do not meet our minimum technical requirements. The TSC 5110A has been used in our services and NIST timescale maintenance for many years with satisfactory performance. Several software has been developed to use the TSC 5110A measurements. The Microsemi TSC 5120A is an improved version of the TSC 5110A and its data format is compatible to that of TSC 5110A. Purchasing the Microsemi TSC 5120A will allow NIST to maintain or improve the quality of the Atomic Frequency Characterization calibration service, the GPS Satellite Receiver Characterization calibration service, and improve the NIST timescale operation. Failure to obtain the 5120A would mean that the calibration services would need to have all the existing equipment replaced to incorporate new equipment and extensive testing that could take years to ensure the accuracy of the calibration services is maintained.
