- The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with The University of California, San Diego, located at 9500 Gilman Dr. La Jolla, CA, 92093. This requirement will be used for Procurement of fMRI scanning hours needed for a fMRI Pilot Study being conducted for the VA San Diego Healthcare System (VASDHS). VA San Diego Healthcare System Mental Health Department is requesting a single source procurement for fMRI scanning hours needed for a fMRI Pilot Study being conducted for the VA San Diego Healthcare System (VASDHS). 1. Provide fMRI research specific pulse sequences for data acquisition. 2. Have multiband multiecho scanning for connectome quality. 3. Have private exam rooms for subject preparation and testing for up to 2 hours. 4. Have MRI compatible projection equipment for presenting visual stimuli. 5. Be same scanner used to collect previous data under same protocol. The proposed period of performance will be from 4/15/2020 through 4/14/2021. The estimated value is of $10,746.00 for the life of the contract. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Part 13.106-1(b). Allowing contracting officers to solicit from a Single Source for procurements not exceeding the Simplified Acquisition Threshold. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 4/15/2020. The place of performance is as follows: VA Medical Center-San Diego: Ho Samuel B MD at 3350 La Jolla Village Dr, San Diego, CA 92161. The North American Industry Classification System (NAICS) for this requirement is, 523490- Other Commercial and Industrial Machinery and Equipment Rental and Leasing. The Small Business Administration size standard for this sector is $35.0 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
