- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available.� The Agency for Healthcare Research and Quality (AHRQ) intends to sole source to: LKB Strategies LLC Washington DC 20009 The purpose of this requirement is to acquire support to achieve a 21st Century healthcare delivery system. A report that accompanied the FY 2018 Consolidated Appropriations Act directed AHRQ to support an independent study on the state of federal funding for health services research (HSR) and primary care research (PCR).� The results of the Study are intended to help inform AHRQ, policymakers, and the HSR/ PCR field on identifying research gaps and propose recommendations for maximizing the outcomes, value, and impact of HSR and PCR investments, including strategies for better coordination and potential realignment of research agendas.� Additionally, in late 2019, Congressional leaders expressed interest in government actions to build a 21st Century healthcare delivery system that improves quality, safety, and value of healthcare in the United States. � Ms. Lisa Bernhardt with LKB Strategies, LLC who served for 19 years as a Professional Staff Member and appropriations expert for the U.S. Senate Labor, Health and Human Services and Education Appropriations Subcommittee (LHHS) is the only source capable of performing this requirement as Bernhardt was responsible for helping to establish a number of the Agency�s programs and activities and provided AHRQ�s leaders with advice on the Agency�s mission and direction.�� Ms. Bernhardt authored the language that established the HSR/ PCR Study and therefore, knows the background and Congressional intent.� The period of performance is 10 weeks. This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
