- The Naval Air Systems Command (NAVAIR), Program Executive Officer, Air, Anti-Submarine Warfare and Special Weapons (PEO-A), Airborne Strategic Command, Control and communications Program Office (PMA-271) is seeking sources capable of providing Ground Vibration Testing (GVT) for an E-6B aircraft, post repair for major structural damage. THIS ANNOUNCEMENT CONSTITUTES A SOURCES SOUGHT NOTICE. THIS SOURCES SOUGHT IS ISSUED AS MARKET RESEARCH SOLELY FOR INFORMATION AND PLANNING PURPOSES - IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE. THIS SOURCES SOUGHT DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. THESE REQUIREMENTS ARE SUBJECT TO CHANGE AND THE INFORMATION PROVIDED BELOW IS FOR INFORMATIONAL PURPOSES ONLY. THE FINAL REQUIREMENT WILL BE DEFINED UNDER A FORMAL RFP. FURTHER, THE NAVY IS NOT AT THIS TIME SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. RESPONDENTS ARE ADVISED THAT THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SOURCES SOUGHT NOTICE. ALL COSTS ASSOCIATED WITH RESPONDING TO THIS SOURCES SOUGHT WILL BE SOLELY AT THE EXPENSE OF THE INTERESTED PARTY. NOT RESPONDING TO THIS SOURCES SOUGHT DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE RFP, IF ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE FEDERAL BUSINESS OPPORTUNITIES (FBO) WEBSITE. IT IS THE RESPONSIBILITY OF THE POTENTIAL OFFERORS TO MONITOR THIS WEBSITE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.� �The vertical tail of a USN E-6B was damaged during a ground mishap in 2019 in which the aircraft was towed into a hangar, causing the vertical tail to be pulled from the fuselage. Aircraft repairs have been implemented. However, due to the age of the aircraft, a number of material substitutions have been made to rebuild the empennage and tail of this aircraft. Verification of the aircraft structural dynamic response is desired to assess any effects of the material substitutions on the repair. A GVT to obtain the structural dynamic characteristics is to be performed, with the results then compared to previous GVT results collected during a 2014�2015 GVT. The primary focus of the GVT assessment will be the empennage. The applicable North American Industry Classification System (NAICS) code is 336411 with a Small Business Size standard of 1,000 employees. The Product Service Code (PSC) is 5999. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size. 1. An UNCLASSIFIED description of the respondent's general capabilities to support this effort. 2. CAGE code, Data Universal Numbering System (D-U-N-S Number), and mailing address. 3. Business size: Companies responding to this request should indicate whether they are a large or small business, small disadvantaged business, woman-owned business, HUBZONE small business and/or service disabled veteran-owned small business. Please inform us if your company intends to perform the work as the prime contractor or if you desire to subcontract with a prime contractor. Ensure your response contains your company's name, street address, point of contact with phone number and email address, company web page URL. NAVAIR expects to receive, from each respondent, an UNCLASSIFIED Full Response with their capability/concept summary, which contains a description of the Ground Vibration Test Plan to satisfy the following requirements.� The response shall be submitted to the Government no later than 13 April 2020. Additionally, information supplied must include direct information and/or strategies to accomplish the following: �Work Scope The following scope of work is defined for this GVT effort:All important full aircraft modes will be measured; these modes may have changed due to the aircraft empennage repair and modification. Particular focus will be placed on conducting testing in a fashion similar to that documented for the previous GVT. Modal data will be identified in the 0.5�30 Hz frequency range and compared to prior test results. Empennage drive point frequency response functions (FRFs) will be compared to prior test results. Mode indicator functions (MIFs) will be compared to prior results. Particular attention will be paid to comparing the aircraft empennage frequencies and mode shapes. Control surface linearity surveys will be performed on empennage control surfaces (elevators and rudder). Pretest planning will include a review of the prior test approach, including retrieval of prior test data � Respondents shall submit a Capabilities Package in response to this Sources Sought that demonstrates detailed knowledge and experience in the following areas: Test plan documentation All instrumentation and data collection equipment needed to perform the GVT On-site comparison of aircraft GVT results to previous E-6B GVT results Final report documenting results Program / Project Management Testing will be conducted at Tinker Air Force Base in Oklahoma City OK. The Government will provide support equipment, including large scissor lifts/shaker stands and safety lines that will allow access to aircraft surfaces and fuselage for instrumentation. The Government will service aircraft landing gear and tires. The Government will provide aircraft weight and balance information.
