- PRE-SOLICITATION ANNOUNCEMENT Solicitation# W912HP19R7001 Design-Build (DB) or Design-Bid-Build (DBB) Construction Multiple Award Task Order Contract (MATOC) � PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline,�MATOC Scope of Work and�specifications, instructions to offerors, and the evaluation factors/basis for award. OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. CONTRACT TYPE:� The planned solicitation will result in a Two-Phase Firm-Fixed Price MATOC with a total capacity of $49.5M for DB or DBB construction activities and will include a target of seven (7) to ten (10) contractors in the MATOC pool.� The contract will include a two-year base period and three one-year optional periods. �DESCRIPTION OF WORK:��Projects that will be placed against the MATOC will be primarily used for the rehabilitation of existing facilities or utility systems of various types, sizes, and complexities. �Work could also include minor (under $2M) new construction.� The anticipated contract will provide for both DB and DBB capability and task orders are anticipated to range from small ($50K) to large ($10M). �For planning purposes, the average task order size is projected to be approximately $750k - $5M.� Work under this contract includes but not specifically limited to the following: Comprehensive design services as part of a design-build requirement. Design services to consist of design packages, including but not limited to, Interim Design (35% and 60% levels), Final Design and Corrected Final Design, as defined in each individual Task Order. Multi-discipline office, warehouse, storage, classroom, building or hangar renovations including but not limited to electrical, HVAC, fire protection, architectural, and structural repairs or upgrades. Road and pavement repairs or upgrades. Utility repairs, construction, or upgrades. Marine Construction Minor new construction (under $2M). Projects may include work in secure military facilities, where all personnel must be US Citizens and have no felony arrests. PLANNED SOLICITATION: The formal solicitation is expected to occur on or around April 24, 2019.� HUBZONE SET-ASIDE:� This acquisition is being advertised a 100% HUBZone Set-Aside.� The NAICS Code is 236220 Commercial and Institutional Building Construction with SBA Small Business Size Standard of $39.5 Million.� The contractor must be registered in SAM.gov. The solicitation and any subsequent amendments will only be available in electronic format, down-loadable from the Internet. No CD-ROMS or hard-copy documents will be distributed. Bidders must be registered in the System for Award Management (SAM.gov) and at Beta.Sam.gov in order to view or download the solicitation documents. It is the responsibility of bidders to monitor the website for notices and amendments.
