Description
Notice Type: Pre-solicitation Synopsis Title: Multiple Award, IDIQ General Construction Contracts for the State of Florida. The U.S. General Services Administration (GSA), Southeast Sunbelt Region (Region 04), Public Buildings Service (PBS), Acquisition Management Division (AMD) intends to issue a Request for Proposal (RFP) for�a Multiple Award, Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) General Construction�contract for various repairs and alterations to Government owned and leased facilities in the State of Florida. This contract could also contain new construction as required by the General Services Administration to meet requirements of Region 4, Public Buildings Service. The General Contractor shall provide all management, supervision, escorting, materials, supplies and equipment and must plan, schedule, coordinate and assure effective performance of all construction to meet the requirements of the GSA. The General Contractor will perform the construction in accordance with the design specifications, drawings, and the provisions of the contract. Work may include, but is not limited to, selective demolition of existing materials to accommodate the consolidated layout, new rated and non-rated partitions, doors, door frames, door hardware, suspended ceiling system grids and acoustic tiles, light fixtures, fire sprinklers, architectural finishes, and coordination of existing building systems with installation of new electrical, data communication, and mechanical systems. GSA Region 4 intends to award up to five (5) IDIQ contract awards for a base ordering period of one (1) year, with four (4) additional one-year option periods, not to exceed a total of five years.� Each awardee will receive a minimum guarantee of $1,000.00 for the base year only.�There is no guaranteed minimum for any option years. The proposed maximum dollar value for the life of all IDIQ contracts combined is $40 million to be shared by all awardees. The government makes no representation as to the number of Task Orders or actual amount of work to be ordered. The order of magnitude for each project (task order) is between $500,000 and $1,000,000. Solicitations issued for any subsequent task order issued under these contracts will primarily be competitive Request for Proposals. This procurement will be advertised as a Service-Disabled Veteran-Owned Small Business set-aside. The applicable NAICS code is 236220 (Commercial and Institutional Building Construction). The annual small business size standard is $36.5 million. In accordance with FAR 4.1102, interested firms must be registered in the System for Award Management (SAM) at the time an offer or quotation is submitted. Interested firms are required to submit their representations and certifications through the SAM website. The solicitation is anticipated to be issued on or around April 21, 2020. The solicitation closing date will be approximately 30 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. All information, amendments, and questions concerning this solicitation will be electronically posted at the following web page: https://beta.sam.gov/. The solicitation and associated information will be available from the Beta.SAM.gov site mentioned above. No telephone requests will be accepted. This solicitation is not a sealed bid and there will not be a formal public bid opening. All inquiries must be in writing, via email to the persons specified within the solicitation.
