Description
* The purpose of Amendment 1 is to: Upload�Revised SIR 6973GH-20-R-00061 to include complete copy of the work plan in Section M.� The attached Amendment needs to be signed in block 15B and dated in block 15C and turned in with the bid package.�See attachments for Amendment. * The purpose of Amendment 2 is to:� disclose the site visit date, instructions, and location for this requirement. The site visit is scheduled for Monday, March 9th at 9:00am. Bidders should meet Mark Hoffer (907.748.3516) in the King Salmon Terminal at 8:30 Monday morning. Please submit a list of bidders making the trip on behalf of your company to amanda.j.garen@faa.gov no later than 2 March 2020.� The attached Amendment needs to be signed in block 15B and dated in block 15C and turned in with the bid package.�See attachments for Amendment *The purpose of Amendment 3 is to: I. Extend the SIR close date from March 25, 2020 to April 1, 2020.� II. To amend SIR section F.1 Working Hours to: All work shall be performed at a maximum of 10 hours per day, Monday through Saturday, for an overall maximum of 60 work hours per work week. Daily work hour window is 7:00am to 6:00pm. The Contractor shall make their work schedule known to the FAA prior to the start of work on site. The attached Amendment needs to be signed in block 15B and dated in block 15C and turned in with the bid package. See attachments for Amendment *The purpose of Amendment 4�is to: �I. Post Questions and Answers received for the project. II. Post the Lead and PCB Test Reports for AKN VOR located in King Salmon, Alaska. The attached Amendment needs to be signed in block 15B and dated in block 15C and turned in with the bid package. See attachments for Amendment The Federal Aviation Administration (FAA) has a requirement for a roof replacement on the King Salmon VHF Omnidirectional Range (VOR) facility in King Salmon, Alaska. Please see attachments for specifics. The Acquisition Management System (AMS) applies to FAA in place of the�Federal Acquisition Regulation�(FAR) and various other provisions of Federal acquisition law. The contractor is responsible for furnishing all labor, materials, (unless noted otherwise in the contract documents) equipment, transportation, insurance, notifications, licenses, permits, fees and supervision necessary to perform the work described in the attached Technical Specifications, Construction Drawings, and other attachments posted to this SIR. It is anticipated that a firm-fixed-price type construction contract will be awarded as a result of this solicitation. Site visit instructions can be found in (Section L, 3.2.2.3-63 Site Visit (Construction). All questions regarding the project/specifications/plans must be received in writing to amanda.j.garen@faa.gov no later than 5:00 p.m. CST on March 18, 2020 to allow for responses to be provided prior to due date for receipt of proposals. Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers March 25, 2020. Reference AMS Clause 3.3.1-33, paragraph (d), �if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.� In addition, offerors must complete and return the attached forms by closing date. The forms are provided as separate documents under this announcement. The FAA reserves the right to review and verify each offeror's program eligibility. Proposals must be received by Amanda J Garen no later than 5:00 p.m. CST, March 25, 2020. E-mailed proposals shall be sent to amanda.j.garen@faa.gov and must contain 6973GH-20-R-00061 as part of the e-mail subject line. Any responses received after 5:00 p.m. CST, March 25, 2020, may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of submittal vendor's response may be determined ineligible. As the FAA does not utilize sealed bidding contracting techniques, a public bid opening will not be held. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
