- United States Special Operations Forces (USSOCOM) is conducting market research in accordance with FAR 15.201.� THIS IS NOT A REQUEST FOR PROPOSAL (RFP). This is a Request for Information (RFI) announcement as part of market research by USSOCOM on behalf of the Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L) Program Executive Office Maritime (PEO-M); Undersea Systems Program Management Office (USPMO) and is for information and planning purposes only.� This does not constitute a formal RFP. A formal solicitation is not available at this time.� As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.� This notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.� Respondents will not be notified of the results of any Government assessments.� The information received will be utilized to assist in formulating the acquisition strategy.� No proprietary, classified, confidential, or sensitive information should be included in your response.� Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement and information submitted in response to this RFI is to obtain market information and capabilities.� Responses will assist the Government in determining potential responsible sources and to determine appropriate strategies to meet the Agency�s requirement. REQUIREMENT: 1.0 Introduction:� USSOCOM USPMO is conducting market research to determine sources capable of completion of tasks described in Section 2 of the Statement of Objectives (SOO).� The contractor must have the expertise and capacity to provide uninterrupted support upon contract award for tasks in progress under an existing contract and be ready to immediately start new work as required by USPMO. Contract personnel shall have experience with dry submersible operations and testing, shall have a working knowledge of the U.S. Navy Commander, Operational Test and Evaluation Force (COTF) Integrated Evaluation Framework (IEF), and shall have firsthand knowledge and experience with the Technology Baseline Vehicle (TBV) or Dry Combat Submersible (DCS) Block 1 submersibles. 2.0 Contract Type: The government anticipates an Indefinite Delivery Indefinite Quantity (IDIQ) contract. 3.0 Period of Performance:� Contract is anticipated to be a two year period of performance.� 4.0 Place of Performance (For planning purposes only): Riviera Beach, FL Tampa, FL Key West, FL Norfolk, VA REQUESTED INFORMATION � DO NOT SEND COMPANY BROCHURE 1. Capability Statement:� Request you submit a Capability Statement that presents your technical capability for providing operational test and evaluation support as it relates to the subject requirements and the attached Statement of Objectives (SOO).� The Capability Statement shall at a minimum answer the specific questions identified below to identify the technical approach to meet the Government�s requirement as follows: ����������� a. Provide your company�s name, mailing address, CAGE code, DUNS identification number, �� Point of Contact (POC), telephone number, and email address. ����������� b. Provide your business size status under NAICS code 541330 � Engineering Services. Indicate � any special preferences (e.g. small disadvantaged, woman-owned, HUBZONE, small business,, veteran owned).� If you are under the 8(a) program, please identify when you will graduate from�the program.� If as a result of this RFI, two or more small business concerns respond that are�competitive in terms of market prices, quality, and delivery, and are determined responsible in�accordance with FAR Part 9, then any resulting solicitation may be set aside for SB. ����������� c. Describe your specific capabilities as it relates to the SOO. ����������� d. Based on the SOO, do you have enough information to provide an accurate proposal? If not, what additional information can the Government provide to assist you in creating a more accurate proposal? ����������� e. Describe other contracts your company has provided within the last three (3) years, relevant to the work described in the SOO. �������� ����������� f. Describe all other information relevant to this RFI. Respondents are alerted that they must meet facility and personnel security clearance requirements for handling and storage of classified material. Contractors must possess a U.S. SECRET or higher facility security clearance and personnel working on the contract should have reasonable access to SIPRNet.� Please indicate current ability to meet clearance requirements. Questions: Submit any questions you may have with your response no later than the submission date below. SUBMISSION INSTRUCTIONS: Submitted responses shall not exceed five (5) pages in length, single-sided, single-spaced pages, in Microsoft Office Word 2010 or later and/or PDF format. Responses must be unclassified and any proprietary information or trade secrets provided must be marked accordingly. To protect such data, each line or paragraph on the pages containing such data must be specifically identified and marked with a legend similar to the following: �The following contains proprietary information that (name of Responder) requests not to be released to persons outside the Government, except for the purposes of review and evaluation.� The Government will not be liable for, nor will suffer any consequential damages for any proprietary information that was not marked properly.� Information identified as such will be safeguarded and handled in accordance with Government regulations.� Please segregate proprietary information form non-proprietary information. Notice of Intent to Utilize Government Support Contractors:� Respondents attention is directed to the fact that contractor personnel may provide advice and support reviewing responses.� When appropriate, contractor personnel may have access to response packages and may be utilized to objectively review information and provide comments and recommendations to the Government.� They may not make decisions or establish final assessments.� All advisors shall comply with Procurement Integrity Laws and shall sign Non-Disclosure and Rules of Conduct/Conflict of Interest statements.� The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding proprietary data. Responses to the RFI constitutes approval to release the submittals to Government Support Contractors.
