Description
THE FAA IS LOOKING FOR CAPABILITY STATEMENTS FOR THE FURTHER DEFINED REQUIREMENT, FEEDBACK ON THE CARES DRAFT STATEMENT OF OBJECTIVES (SOO) AND A ROM.� �THIS IS A PROCUREMENT FOR SERVICES NOT A SYSTEM. QUESTIONS FROM ANNOUNCEMENT #33782 INITIATED A SIGNIFICANT REVISION OF THE SOO.� THEREFORE, ANSWERS WILL NOT BE PROVIDED TO THE QUESTIONS DIRECTLY.� IT IS THE INTENTION OF THIS RFI, WITH THE REVISED SOO, TO PROVIDE CLARITY ON THE DIRECTION OF THIS PROCUREMENT.� INFORMATION AND Q&A FROM THE REGISTRY TOURS ARE ATTACHED TO THIS ANNOUNCEMENT.� POINTS OF CONTACTS FOR POTENTIAL TEAMING ARRANGEMENTS IS REQUESTED IN THIS ANNOUNCEMENT.� CONTRACTORS MAY PROVIDE THIS INFORMATION EVEN IF THEY DO NOT INTEND TO RESPOND ON OTHER ITEMS IN THE RFI. ALL E-MAILED RESPONSES SHOULD HAVE YOUR COMPANY NAME IN THE SUBJECT AS DESCRIBED BELOW. PURPOSE:� This Request for Information (RFI) from industry is intended to solicit capability statements, draft SOO feedback and a ROM based upon meeting the Civil Aviation Registry Electronic Services (CARES) objectives as described herein. The purpose of this announcement is to conduct a market survey to obtain comments on requirements, obtain price information, determine level of competition and identify market practices, in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on current data. The responses to this market survey will be used for informational purposes only.� Interested vendors must be registered in the System for Award Management, www.sam.gov.� This process can take a few months so vendors who respond to this market survey are advised to start the process. OBJECTIVE: The FAA established CARES to meet Congressional mandates and enhance the services provided by the Registry. The agency�s objective for this initiative is to achieve basic service operation by the end of Fiscal Year (FY) 2021.� Market survey #32128 identified qualified and capable sources that could provide a sound solution to the modernization effort described in the documents attached to that market survey.� The second market survey, #33782 further defined the requirement and strategy moving forward.� The FAA has reviewed the questions and comments to the 2nd RFI for CARES notice #33782.� Based on those questions the FAA has determined that the draft SOO needed to be revised to clearly communicate the FAA requirements and address industry responses.� THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/Request for Proposal may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore, any cost associated with a market survey submission is solely at the interested vendor�s expense. The principle North American Industry Classification System (NAICS) code for this effort is 541511, Custom Computer Programming Services, with a size standard of $27.5 million. SOO CHANGE The FAA has revised the draft SOO in preparation for the CARES solicitation.� The Government is still contemplating an award to a single vendor for services at a firm fixed price.� This will not be considered a systems acquisition.� Required services are due to be delivered by October 2021.� At this time, the acquisition strategy and nature of competition has not been determined for any potential contract. The CARES Principles document, the SOO, and its attachments are provided for feedback. The Government welcomes statements of interest and capabilities, from all businesses, which are capable of providing the required services. Depending on responses to this survey and analysis of market research collected, the Government may, at its discretion, decide to pursue a full and open competition or set-aside all or part of the procurement.� The contract will likely be an Indefinite Delivery/Indefinite Quantity type contract with a 5 year base period and five (5) one-year option periods, up to a 10-year period of performance.�� HOW TO RESPOND TO THIS MARKET SURVEY: Interested vendors should submit responses to the items listed below.� Your submission should be formulated based upon the information provided in this market survey and attachments hereto.� �Additional information on current state can be viewed under the previous announcements, but the acquisition strategy, previous SOO and any other updated documents should not be used as a reference.� The previous announcements can be found at the following links: https://faaco.faa.gov/index.cfm/announcement/view/32511 https://faaco.faa.gov/index.cfm/announcement/view/33782 DUE APRIL 28, 2020, 17:00 CST.� �CAPABILITY STATEMENT (15 pages Maximum).� The request for capability statements is to meet the objectives and requirements in the SOO and its exhibits through services to: (1) pick up and process Registry mail, (2) provide an electronic portal to provide Registry services, and (3) provide certificates in accordance with regulatory and statutory requirements, and all in an innovative manner. Please show how your company meets the following requirements: FEDRAMP certified cloud infrastructure rated at FISMA High or an existing contractual partnership with immediate access to the same. � Implementation of solution(s) to provide digitalization services with the ability to dynamically update the services in accordance with changes to business rules and other impacts. Name the solution(s) and the timeframe required to deliver initial and full operating capability. � Experience in providing services that require large scale data migration, transformation, integration, and synchronization. � Experience in the development of custom API�s and the use of API management COTS tools. � Explain team composition, particularly the ability to rapidly form teaming arrangements, such as subcontracting, joint ventures and mentor prot�g� teaming arrangements.� Also explain how the partners may be utilized to meet specific elements of providing the service. �Describe the ability to rapidly elicit SMEs. Experience with intelligent digitization services, including physical infrastructure, planned technologies for use, and experience with high volume conversion services of critically important and time sensitive Federal records, including any planned subcontractor resources. Describe the controls to be implemented when accepting manual and electronic transactions as it pertains to custodial accountability, and security and privacy for physical and digital source materials upon receipt from all end users. Describe ability to accurately account for the status of physical mail packages, faxes, and digitally-received source materials in each processing stage from receipt of mail/electronic submission through processing of transaction. Describe the ability to provide physical airmen certificates in accordance with requirements. Provide information on any existing contracts in place available to the Government under which the company can provide the full range of services needed to fulfill SOO requirements that would support the most efficient and rapid procurement of services?�Please provide the contract vehicle information (e.g., description of services; scope; contract vehicle number; period of performance; etc.). DUE APRIL 14, 2020, 17:00 CST.� Draft SOO & Principles Feedback PLEASE PROVIDE QUESTIONS ON THE ATTACHED SPREADSHEET. Q&A may not be posted, any issues or clarifications will be resolved prior to solicitation.� Please fill out the contractor information tab and change the name to include your company�s name. �We would additionally like you to answer the following questions from the FAA on the Draft SOO. Does the SOO adequately define the FAA requirements to enable you to develop a proposal?� If not, what additional information would you require? � The SOO has proposed performance measures the FAA would like feedback on. What other metrics/performance measures would you recommend the FAA consider? Why? � The FAA continuously seeks to mitigate and reduce risks for the CARES procurement. What are the major risk factors in the acquisition or performance of the services required in the SOO?� How can those risks be mitigated? There are currently penalties and incentives in the SOO, please provide feedback on these. What changes would you recommend to incentivize superior service under this contract? There are advanced services for identifying suspicious records, detecting fraud and non-compliance, and identifying patterns that could have safety implications. What kind of information is necessary to effectively plan for those advanced services? When could those capabilities be fully realized? Refer to the attachment �CARES Principles�. Identify what statements require additional clarification, if any. DUE APRIL 28, 2020, 17:00 CST.� Cost Estimate/Rough Order of Magnitude (10 pages or less). Provide rough order of magnitude (ROM) cost to implement all required services specified in the CARES SOO by 10/5/2021. To the extent possible, provide a description of milestones and breakdown of cost, by projected contract line item, to reach implementation of required services.� A draft Schedule B is not provided, contractors should provide their own vision of contract line item structure. � Provide rough order of magnitude, broken down by element or projected contract line item, if possible, of your monthly estimated costs of services after implementation of required services. What information is needed from the Government to refine your cost breakdown and schedule estimate for the required services?� This information may help with the Request for Proposal. The FAA does not aim to provide progress payments, but rather pay upon delivery of services. The strategy is in section 3.1 Basic Services in the SOO.� What are the concerns and potential suggestions for payment only occurring after acceptance of the basic services?� Additionally, thereafter the FAA anticipates a monthly service fee, we would like to know how that would be structured and if there would be any issues.� Please propose a CLIN structure based on this information. Please identify any additional line items that may be used to help reduce financial risk, in addition to those listed in the SOO. DUE APRIL 28, 2020, 17:00 CST.� Provide only one (1) teaming entry per company ON THE ATTACHED SPREADSHEET.� DESCRIBE TEAMING GOALS BUT PLEASE MAKE THIS SECTION AS BRIEF AS POSSIBLE AND TRY TO FIT THE SIZE CURRENTLY ON THE SPREADSHEET.� This is optional and the list will be released on WWW.BETA.SAM.GOV approximately one week after the close of this announcement.� Contractors may respond to this portion without responding to the remaining RFI.� DUE DATE AND FORMAT OF RESPONSE: Responses to this market survey should be received by 5:00 P.M. CST, on the dates mentioned above for each section. Please include �CARES MS3 RESPONSE: (Insert Your Company Name)� in the subject line of your email. Information provided will not be released, other than the teaming point of contact information mentioned above in item #4, but please mark PROPRIETARY on all other documents submitted as necessary.� Questions may or may not be released with answers. Electronic submissions should be in either Microsoft Word or Portable Document Format (PDF), besides the spreadsheets we provided to be filled out by the vendor. Also, please note that the FAA e-mail server restricts file size to 10 MB, hence, if necessary responses may have to be submitted in more than one e-mail in order to be received.� NO PHONE CALLS PLEASE.
